PDEA launches surprise drug test on drivers at Manila ports


The Philippine Drug Enforcement Agency on Thursday conducted simultaneous surprise drug testing operations on truck and tricycle drivers, with K9 units sweeping the major ports in Manila as part of "Oplan Harabas."

Oplan Harabas is part of the agency’s effort at stemming the drug problem in the country.

Some PDEA personnel trooped to the two major ports in the national capital —the Manila International Container Port (MICP) North Harbor in Tondo, and Port of Manila South Harbor in the Port Area in Manila —to subject drivers of container trucks and tricycles stationed along Access Road to drug testing.

Several agencies such as the Philippine National Police, Land Transportation Office, Bureau of Customs, and Philippine Ports Authority among others, joined the PDEA in the undertaking.

PDEA Director Aaron Aquino underscored the importance of the surprise drug testing, considering that truck drivers operate heavy-duty vehicles that travel long distances.

“There is a prevailing practice of drug use among the driving population to stay awake for long trips,” Aquino said in a press release.

Truck drivers who will refuse to undergo drug testing will be reported to the Land Transportation Office (LTO), the PDEA said.

Those who test positive for drug use will have their driver’s license confiscated,  pending the issuance of their clearance from the agency. They must undergo rehabilitation to reclaim their license.

Personnel from PDEA’s Preventive Education and Community Involvement Service were present during the conduct of Oplan Harabas in Manila to lead the onsite counseling and facilitate the treatment of drug-positive drivers, who will be prohibited from driving until they shall have completed the rehabilitative treatment.

Also, PDEA's regional offices conducted Oplan Harabas in their respective areas with the support of other concerned agencies.
