Panelo on Duterte’s vow on 5-minute travel time between Cubao, Makati: Surprise!

Presidential spokesperson Salvador Panelo on Monday did not elaborate on President Rodrigo Duterte's plan for travel time between Cubao, Quezon City and Makati to be reduced to five minutes by the end of the year.

"Surprise! He has something [up] his sleeves," Panelo said at a news conference. "I'll ask him."

Solving the perennial gridlock in Metro Manila is among Duterte's promises since he assumed the presidency in June 2016. The administration even pushed for granting him emergency powers.

The measure seeking to bestow Duterte with emergency powers to solve traffic jams was stalled in the Senate in the 17th Congress despite being approved by the House of Representatives, as issues of corruption hounded the bill.

Transportation Secretary Arthur Tugade floated the possibility of giving the bill another shot in the next Congress.

Senator-elect Francis Tolentino,  a former chairman of the Metropolitan Manila Development Authority, vowed to push for granting the President emergency powers in the 18th Congress.  — Virgil Lopez/RSJ, GMA News
