Isko Moreno to gov’t execs: Be careful with pronouncements, they become policy


Government officials should be careful with what they say in public as it may be considered as policy, Manila Mayor Isko Moreno said on Wednesday.

In an interview on FYI with Richard Heydarian, Moreno said a leader's subordinates tend to consider verbal pronouncements and incorporate them in their tasks.

“As a general rule, you really have to be careful especially on a particular position kasi it’s going to be a policy without even writing it,” Moreno said when asked about whether a leader should be extemporaneous when addressing the public.

“A lot of people down the line will always use and utilize words coming from your mouth and you might be sending the wrong signal,” he added.

However, Moreno said public officials should also be authentic and be relatable to the public.

He praised President Rodrigo Duterte for being emotionally authentic and relatable to the public.

“If there's one good thing about President Duterte, inamin niya, inilalabas niya yung kanyang damdamin towards the situation,” Dusaid.

But as part of political management, Moreno said public officials’ emotions should be calibrated in front of the public to prevent people to panic.

Duterte, through his speeches, has repeatedly told law enforcers to kill criminals who fight back with deadly force, and Filipinos to slap and shame government employees who ask for bribes.

He has also said that he had a verbal agreement with Chinese President Xi Jinping regarding Chinese fishers being allowed inside the Philippines' exclusive economic zone. —NB, GMA News
