Lacson says 3 more drug lords released due to 'good conduct'


Aside from the five Chinese drug lords, three more drug lords have been released by the Bureau of Corrections in the past months due to the Good Conduct Time Allowance (GCTA) law, Senator Panfilo Lacson said Friday.

"Bukod sa lima, may tatlo pa. Isa na-release sa Davao Penal Colony, Taiwan drug lord naman ‘yan. Tapos meron sa Palawan, dalawa pa, drug lord din, na-release noong April,” Lacson said in an interview with Dobol B sa News.

"Sunod-sunod mga Chinese drug lords na nire-release, gamit ang GCTA na tinatawag."

Lacson added that of the 1,914 convicts released because of GCTA, 48 have drug-related cases.

"[Umabot sa] 48 lahat ‘yan may drug-related cases na nakapag-GCTA na. Out of the 1,914, the drug-related cases na nakapag-avail ng GCTA ay 48," he said.

He said he would ask about the profile of the released convicts when the Senate conducts its hearing on the matter on Monday.

Lacson expressed apprehension that the first to be released were the moneyed convicts.

"Aalamin namin sa Lunes. Kasi kukunin namin ang profile, so far ang nakikita natin mga may kaya ang mga nare-release," he said.

Lacson added: "Ang convict sa Chiong sisters, mga may kaya ‘yan sa Cebu. Kay Antonio Sanchez may kaya definitely ‘yan. Pagkatapos itong mga Chinese drug lords, siguradong may kaya."

"So gusto ko makita ang profile ng 1,914 na na-release at very recently ang 48 drug lords. Ano ang background nila? Ano ang kakayahan nila? Kasi kung naiiwan doon ang walang kakayanan at ang makapag-avail lang ng GCTA ang maykaya, maski papaano mag-iisip tayo," he added.

He said his source in the New Bilibid Prison told him that there is money involved in the releases. "Sabi ng source ko sa NBP, talagang pera-pera nga raw."

The senator disclosed on Thursday that Chan Chit Yue, Kin San Ho, Ching Che, and Wu Hing Sum were released in June 2019 while Ho Wai Pang was transferred to the Bureau of Immigration and Deportation.

"Itatanong natin kay Justice Secretary [Menardo] Guevarra dahil sabi niya nirerepaso nila [at] sinuspend lahat. Ang tanong, ang mga turned over na sa BI na Chinese nationals, ang lima, dahil nasa custody natin, puwede pa ba habulin at i-suspend ang deportation proceedings at ibalik sa Muntinlupa habang nire-review ng DOJ?" he said.

"Kasi meron siyang legal opinion na hindi applicable ang GCTA pag heinous crime ang kinasasangkutan ng mga nag-a-avail ng GCTA," Lacson added. —KBK, GMA News
