Removal of procurement power has no effect on PNP’s big-ticket projects — Gamboa


The big-ticket projects of the Philippine National Police (PNP) will not be affected by the decision of President Rodrigo Duterte to remove the procurement power of the police force,officer-in-charge Police Lieutenant General Archie Francisco Gamboa said Wednesday.

"Wala naman masyado... There is no problem with regards to that big ticket items of the PNP," Gamboa told reporters in Camp Crame, citing the PNP's practice of early procurement.

At present, Gamboa said there are only four pending big-ticket projects which are still under procurement procedures. He, however, did not provide the details of the projects.

"For 2020 kasi, of course we are aware that the 2019 capital outlay appropriation has been extended up to December 31 and then out of the 15 items for 2020, 11 na 'yung actually na-procure and ready na for award," Gamboa said.

"So we have up to December 31 of this year to complete this but because it has been a practice of the PNP na maaga kami nagprocure, kaya palagi kaming nauuna," he said.

Earlier, Interior Secretary Eduardo Año was tasked by President Rodrigo Duterte to supervise the procurement process of the PNP following the alleged overpricing in the radar speed guns project of the police.

Duterte had said radar speed gun only costs P10,000 in Davao City, however, the police proposed a budget of P950,000 for each item.

PNP spokesman Police Brigadier General Bernard Banac earlier there was a misunderstanding as what the PNP presented during the command conference last January 7 was not yet final.

Gamboa said he would have a meeting with Año to discuss the President's directive, adding that the PNP is ready to abide by Duterte's order.

"We will sit down and probably discuss in detail how to go about it, but for the meantime That the President declared that, then the PNP will follow the President's directive," Gamboa said. — RSJ, GMA News
