DILG gives LGUs 90 days to submit structural assessment of buildings


Local government units have been given 90 days to provide a structural assessment of their buildings and structures in relation to the government’s preparation for major earthquakes.

At a press conference on Wednesday, Department of the Interior and Local Government (DILG) Secretary Eduardo Año said the time frame was given to hasten the assessment of various infrastructures.

"All LGUs are expected to submit to the DILG their structural assessment of all buildings and infrastructures in their jurisdiction as well as their actions to respond to the assessment findings, 90 days from today..." Año said.

"Hindi mamaya na, hindi bahala na. Mas marami pong buhay at ari-arian na maliligtas mula sa sakuna kung maigi ang paghahanda," he added.

The DILG chief clarified that local government chiefs who fail to submit their assessments will not immediately be sanctioned.

"Hindi naman natin kailangang magkaroon ng penalty, punishment o sanction kasi this is more of requiring the LGUs to fast-track the structural assessment because we don't know when will the Big One will come," Año said.

He said, however, that local chief executives could face administrative or criminal charges in the event of extensive damage or loss of lives after the occurrence of calamities.

"Kapag mayroong damage or loss of lives, papasok 'yung admin and criminal liability... alam nila 'yan kaya they have to do their jobs," Año said.

The DILG chief added that this may lead to dismissal from office or prohibition to run for public office.

Año added that LGUs should also implement action plans with specific timelines to address infrastructure assessment findings as well as to ensure the structural integrity of critical infrastructures.

According to Department of Public Works and Highways Secretary Mark Villar, over 5,000 buildings are presently being assessed by the government in various areas including Metro Manila, Central Luzon as well as CALABARZON in preparation for big quakes. — BM, GMA News
