Local execs giving cash aid to unqualified beneficiaries may face liability —DSWD


Local government officials who will give out cash subsidies to unqualified beneficiaries may face liability, the Department of Social Welfare and Development (DSWD) said Thursday.

In a virtual press briefing, DSWD Undersecretary Rene Glen Paje said that according to the omnibus guidelines on the distribution of cash aid, LGU officials who will distribute cash subsidies to unqualified beneficiaries will face investigation to determine their administrative, civil, or criminal liabilities.

"Mananagot ang LGU na responsable sa pagbibigay ng SAP (social amelioration program) sa mga hindi karapat-dapat o hindi kwalipikadong benepisyaryo. Dapat nilang isauli ang tamang halaga sa DWSD," he said.

Paje said that the posting of the names of the qualified beneficiaries of the cash subsidies will not only ensure that distribution of the said assistance to the rightful grantees, but also prevents unqualified ones from getting the aid.

"Makakatulong din ito sa pag-iwas at maiwasan ang pagsasampa ng kaso laban sa mga lokal na opisyal dahil sa maling pagbabayad ng subsidy sa mga hindi kwalipikadong benepisyaryo," he added.

Under the Bayanihan to Heal As One Act, around 18 million low-income households belonging to the informal sector will be targeted to receive monthly emergency subsidies amounting to P5,000 to P8,000 for April and May.

The law also provides that an expanded and enhanced Pantawid Pamilya Pilipino Program, responsive to the needs of those affected by the enhanced community quarantine, may also be implemented.

Paje reported that as of Wednesday, the DSWD has downloaded P75.7 billion in 1,456 LGUs across the country for the Social Amelioration Program, of which more than P27.9 billion have been distributed to over 5.7 million beneficiaries. —LDF, GMA News
