DILG proposes 30-day imprisonment for those caught without face masks


The Department of the Interior and Local Government (DILG) is proposing that individuals caught not wearing their face masks should be imprisoned for 30 days as the National Capital Region returned to a general community quarantine.

In an interview on Dobol B sa News TV, DILG Undersecretary Martin Diño said it was “high time” to strictly implement the law and to stop giving chances to violators amid the coronavirus disease 2019 (COVID-19) pandemic.

“‘Yung isa pang mungkahi namin na kapag nahuli ka ng may face mask ka nga, nakababa naman, naka-labas ang ilong mo, nakalabas ang bibig mo, eh 15 days ang kulong mo,” Diño said.

“Pagka-naman, halimbawa, talagang wala kang face mask, eh, 30 days. So ito ‘yung mga bagay na dapat pagkasunduan at agad-agad, i-implement natin,” he added.

The agency is also proposing unified sanctions for quarantine violators after Metro Manila Mayors agreed to implement a daily curfew from 8 p.m. to 5 a.m.

“Kaya nga may mungkahi din kami na sana pati ‘yung parusa diyan pare-pareho na, no? Kung halimbawa, ‘yung multa, ‘yung first offense, ‘yung second offese, third offense,” Diño said.

He said strict implementation of quarantine protocols should start at the barangay level.

“Definitely hihigpitan na natin ‘yan. Hindi na puwede ‘yung anim na buwan na tayo dito, no, hindi na puwede ‘yung pag-bibigyan mo,” he said.

“Basta nasa labas sila, nahuli ka ng nasa labas ng tahanan mo, kahit nasa harap ka lang ng bahay mo, kapag tumungtong ka ng sidewalk, tumungtong ka ng kalsada, naabutan ka ng ating mga tanod, ng ating kapulisan, ikaw ay aarestuhin, dalhin sa barangay hall o dalhin sa prisinto para mai-dokumento ‘yung kaukulan ng kaso,” he added.

More than 300,000 quarantine violators have been apprehended by the Joint Task Force COVID Shield amid the COVID-19 pandemic.

The Philippines has reported a total of 173,744 COVID-19 cases with 113,481 recoveries and 2,759 fatalities.  — RSJ, GMA News
