Resigned SVP Del Rosario maintains no syndication, organized corruption in PhilHealth

By TED CORDERO, GMA News

Resigned Philippine Health Insurance Corp. (PhilHealth) senior vice president for legal sector Rodolfo del Rosario Jr. on Friday maintained innocence amid allegations of corruption and irregularities in the state insurer.

“We are maintaining our innocence. Wala po tayong kinalaman sa mga pagbibintang po sa atin. Tapat po at mahusay ang paglilingkod na binigay natin sa PhilHealth sa nakaraang 22 taon,” Del Rosario said in an interview on Dobol B sa News TV.

On Wednesday, the then-PhilHealth executive tendered his resignation

, citing “trial by publicity” by congressional inquiries coupled with the preventive suspension slapped by the Office of the Ombudsman.

PhilHealth has been under multiple investigations over its release of P15 billion advance payments to hospitals and health care institutions amid COVID-19, of which only P1 billion was accounted for; alleged overpriced IT project; overpayments of reimbursements to hospitals, among others.

Resigned anti-fraud officer Thorsson Montes Keith claimed that the PhilHealth "mafia," which he said was composed of the executive committee, stole some P15 billion through fraudulent schemes such as the interim reimbursement mechanism (IRM).

PhilHealth has since denied such claims and has since suspended the IRM.

Likewise, Del Rosario maintained that in his own observation there is no syndicate inside PhilHealth.

“Wala po akong nakitang any organized or syndicated action or manipulation,” he said.

The resigned PhilHealth executive, however, said that his tenure in the executive committee is limited since he only joined it in 2018.

Nevertheless, he reiterated that his resignation was personal and at the same time due to health reasons.

“Nararapat lamang na magkaroon ng bagong SVP for legal lalo na ngayon very critical ang panahon ng PhilHealth. PhilHealth deserves to have somebody to lead it in the legal sector,” del Rosario said.
