Probe eyed on Black Nazarene 'motorcade' held in Quiapo amid pandemic

The Black Nazarene procession held Monday outside the Quiapo Church will be investigated for alleged violations of social distancing protocols, the Joint Task Force COVID Shield said Tuesday.

Interviewed on Dobol B sa News TV, JTF COVID Shield Commander Police Lieutenant General Guillermo Eleazar said he already coordinated with Manila Police District (MPD) district coordinator Police Brigadier General Rolly Miranda and chief of Station 3, Lieutenant Colonel John Guiagui, regarding the matter.

"Accordingly nagsabi nga daw po sila (Quiapo Church administration) na magkakaroon ng ganitong prusisyon, pero diniscourage nila dahil sinabi nga nila talagang ito po ay bawal pa," Eleazar said, as he cited the omnibus guidelines of the government that processions are still prohibited under the general community quarantine (GCQ).

"While it is true na maganda po 'yung intensyon at nabanggit nga na kaya nga po nilagay sa karosa para iikot na lang, pero ang nangyari po ay siyempre 'pag nilabas natin 'yan (imahe), magsusunuran 'yan[g mga tao]," Eleazar said.

"Bagama't tapos na ito, nangyari na, kumbaga sinasabi natin wala naman tayong puwedeng arestuhin diyan, pero tapos na po 'yan pero puwede po na imbestigahan 'yan. At kung makakakuha po ng sapat na ebidensya, depende po sa magiging resulta ng imbestigasyon, puwede pong mag-file ng kaso at managot 'yung nagkasala man dito," he added.

Eleazar said they are leaving the investigation up MPD Station 3, including on whether it would require Quiapo Church officials to give an explanation.

In a separate Dobol B sa News TV interview, Quiapo Church Vicar Father Douglas Badong said they had permission from the local government to conduct their "motorcade."

"Kami naman po ay humingi ng permiso sa Obispo, maging sa local government kung pupuwede kaming magkaroon ng motorcade. 'Yung usual kasi na ginagawa ng procession 'pag Nazareno, naka-Carroza o kaya pinapasan. So para ma-avoid 'yung pagsisiksikan ng mga tao kaya naisipan na i-motorcade na lang po para at least mas mabilis na lumalakad 'yung prusisyon, makaiwas sa pagdumog ng tao," he said.

Badong said their "Hijos del Nazareno" or marshals made sure they were wearing face masks and face shields during the gathering.

The Quiapo Church vicar also said they did not announce the procession to the public.

"Ito naman po ay hindi na namin in-announce sa publiko para nga hindi sila magpuntahan dito kasi ang layunin talaga namin ay ilibot lang sa buong paligid ng Quiapo 'yung Nazareno. Hindi namin ito pinublic para hindi sila pumunta at sumama sa prusisyon. 'Yung sa mga dadaanan, ang tanging hangarin namin, tumayo lang sila sa kung saan sila o dumungaw lang sila sa bahay nila kasi kakaiba talaga na makita mo 'yung imahen ng Nazareno," Badong said.

Senior citizens were also discouraged from volunteering as Hijos.

"Pero siyempre ito ay bukas sa publiko kaya hindi namin mapipigilan kung sino 'yung sumama, senior man o hindi," Badong said.

"Handa naman po kaming sumagot du'n sa kung sakali, pero ito naman po ay hiningi namin ng approval. Sa ating mga kapulisan, humingi rin kami ng tulong para i-assist kami," he added. —KBK, GMA News
