CHR denounces recent attacks allegedly by suspected NPA members

The Commission on Human Rights (CHR) on Saturday condemned the series of attacks allegedly perpetrated by suspected members of the New People’s Army (NPA).

In a statement, CHR spokesperson Atty. Jacqueline de Guia pointed out that the “disproportionate and brutal manner” of attacks by an armed group violates international humanitarian law.  

“The Commission on Human Rights strongly denounces the recent spate of violence and attacks allegedly done by the New People’s Army (NPA),” De Guia said.

“No ideology can justify these senseless violations on the right to life,” she added.

De Guia made the statement citing the killing of Private First Class Ariel Guinsod Maca—a Manobo member of the Philippine Army's 36th Infantry Batallion—in Lanuza, Surigao del Sur on October 3.

According to her, he sustained several gunshots, and bore torture marks. His face was flattened and eyes were plucked out, she added.

A Facebook user named Ka Sandara Sidlakan, who identified herself as the spokesperson of the NPA-Surigao del Sur, claimed their group was responsible behind the killing of Maca.

De Guia also condemned the ambush-slay case in Lianga, Surigao del Sur on October 4, where IP Mandatory Representative to the municipal council Hawudon Jumar S. Bucales was killed allegedly by NPA.

Aside from these, she added that five persons, including a police and two teachers, were hurt in an ambush attack by alleged members of the NPA in Pinabacdao, Samar on October 7.

De Guia noted that these “hostilities” are being reported during a pandemic. She said these worsen the “insecurity, fear, and vulnerability” in conflict-ridden communities.

“The recurrence of violence only further imperils the people in vulnerable communities. We reiterate our plea to pursue peaceful ways to address long-standing issues for recovery and healing to begin,” she added.

“CHR expresses its heartfelt condolence to the victims. CHR Region CARAGA and Region VIII shall probe these cases to ensure justice for the victims and bring the perpetrators to account,” she added. —Joviland Rita/KG, GMA News
