Heavy rains from Ulysses bring threatening floods overnight


Typhoon Ulysses brought on heavy rains along with howling winds overnight over parts of Luzon, including Metro Manila, on Thursday, November 12, bringing along threats of flooding and bringing along comparisons to Ondoy.

State weather bureau PAGASA raised a red rainfall warning over the capital region and nearby Quezon, Bulacan, Rizal, and Laguna at 2 a.m., warning of threatening floods.

In Marikina, the third alarm has been raised over the the rising level of Marikina River. Parts of the city has lost power, while evacuation has been conducted in several barangays.

"Nakakatakot dahil parang Ondoy rin ang karanasan namin dito," Marikina Mayor Marcy Teodoro said in an interview on Super Radyo DZBB, adding that evacuation centers have failed to implement social distancing because of congestion.

At 5:22 a.m., the water level at Marikina River reached 19.9 meters, nearing the 21.5 meters it reached during Ondoy.

"Talagang hindi namin inaasahan na ganito karami ang ulan na dala ni Ulysses," Teodoro said.

Dams spill

In Bulacan, Ipo Dam began spilling operations after its water level reached 101.9 meters. Residents of low-lying areas, including those living near the river bank of Angat River as well as residents of Norzagaray, Angat, San Rafael, Bustos, Baliuag, Pulilan, Plaridel, and Hagonoy were advised to be on alert for floodings or flash floods.

Red alert status has also been raised at La Mesa Dam as the water level has reached 79.17 meters. Residents living along the bank of Tullahan River were advised to evacuate as flooding is expected in the area.

At MacArthur Highway in Valenzuela near Tullahan River, DZBB's Alan Gatus also reported heavy flooding. Authorities are on the site to ensure the safety of motorists.

Social media posts from parts of Rizal, including Montalban, San Mateo, and Rodriguez have asked for rescue with floodwaters reaching the second storey of some houses.

Rod Vega of Super Radyo DZBB reported being unable to reach those areas because of flooded roads.

Flood-prone areas in Metro Manila, such as Roxas District in Quezon City and Espana Boulevard in Manila also encountered flooding. —JST, GMA News
