Legal challenge may be needed to remove Parlade from NTF-ELCAC, says Palace


Malacañang on Friday said those who want Lieutenant General Antonio Parlade Jr. out of the  National Task Force on Ending Local Communist Armed Conflict (NTF-ELCAC) could resort to a legal remedy.

During the day's Laging Handa briefing, presidential spokesperson Harry Roque said a quo warranto petition could be lodged against Parlade, the NTF-ELCAC spokesperson and commander of the military's Southern Luzon Command.

"'Yan naman po ang remedyo [That is really the remedy)," Roque said.

Some senators are calling for Parlade's removal as NTF-ELCAC spokesperson, citing the constitutional ban on active military officers from serving in a civilian post.

Roque admitted that the issue is "subject to debate."

"That's actually subject to debate kasi hindi naman po malinaw dahil siya naman po ay tumatayong tagapagsalita na kabahagi rin po ang militar sa NTF-ELCAC," he said.

(That is subject to debate because it is not clear, given that he speaks for a task force where the military is a part of.)

"So puwedeng nagsasalita siya bilang tagapagsalita ng militar na represented po doon sa NTF-ELCAC. So let's not dwell into that."

(So it could be a case of him speaking for the military who is represented in the task force.)

NTF-ELCAC is created and chaired by President Rodrigo Duterte.

Roque earlier said that it is up to NTF-ELCAC to sanction Parlade for his actions, particularly his statements calling some senators "stupid" and linking community pantry organizers to communist rebels. —KBK, GMA News
