PNP arrests woman offering assistance to police applicants in exchange for P50K

The Philippine National Police has nabbed a 35-year old woman who was allegedly offering assistance to police applicants in exchange for P50,000.

In a press conference, PNP chief Police General Guillermo Eleazar announced the arrest of Evelyn Aleman alias Evah Fonda, a resident of Bicutan, Taguig City.


She was apprehended the same day the PNP launched the Comprehensive Online Recruitment Encrypting System (CORES).

Aleman was arrested in an entrapment operation conducted in front of the Department of Science and Technology along General Santos Avenue, Upper Bicutan, Taguig City.

“May malakas ang loob pa rin na nakikipag-usap sa ating mga recruits, humihingi ng pera kapalit ng P50,000 para siguraduhin na makakapasok sila particular itong neuro-psychiatrict test,” Eleazar said at the press conference.

(There are unscrupulous individuals still negotiating with the applicants to supposedly help them in the recruitment process in exchange for P50,000, particularly the neuro-psychiatric test.)

Eleazar said this test is very important as this will determine if the applicant is “in the right mind” based on the parameters set by the National Police Commission (Napolcom) and the PNP Health Services.

The said operation was conducted by the Anti-Cybercrime Group and the Integrity Monitoring and Enforcement Group (IMEG).

The information on the scheme stemmed from the ACG and the IMEG’s cyberpatrolling, Eleazar said.

Aleman has been allegedly offering assistance to PNP applicants in exchange for money in her Facebook account.

“Itong suspect naghahanap ng kanyang mga kliyente para tulungan diumano na makapasok sa PNP kalapit ng P50,000 at sinasabi rin niya  na meron siyang contact sa Health Service na kung saan siya magpa-faciliate ng particular neuro-psychiatric test at babantayan pa 'yung ibang proseso and according to her, ito ay dati na niyang ginagawa,” Eleazar further disclosed.

(This suspect is looking for her clients to help them enter the PNP in exchange of P50,000. She was saying that she has a contact in the Health Service who will facilitate the neuro-psychiatric test and will monitor the process. According to her, she has been doing this for a long time.)

Aleman claimed that a doctor with the rank of Police Colonel has been helping her conduct this scheme, the PNP chief said.

However, Eleazar said this information is still subject to validation and they have yet to gather pieces of evidence before taking action on the police officers allegedly involved in this scheme.

The top cop said Aleman may be charged with violations of Section 21 (H) of Republic Act 11032 or the Ease of Doing Business and Efficient Government Service Delivery Act in relation to Section 6 of RA 10175 or the Cybercrime Prevention Act.

In the same press conference, Eleazar reiterated his warning to those who will attempt to continue with the “padrino” system in the police force.

“Kung meron pa mag-attempt, subukan nila kami. Subukan nila ang PNP ngayon. We are committed na itigil na itong padrino system, palakasan, at corruption pati 'yung extortion na ginagawa,” he said.

(If there are some individuals who will attempt to continue this, try us. Try the PNP leadership now. We are committed to stop this padrino system, corruption, and extortion within the ranks.)

On Thursday, the PNP has launched the Comprehensive Online Recruitment Encrypting System (CORES) in a bid to eradicate "padrino system" and ensure that only those qualified will be accepted to its ranks.

Since he assumed the top position in the PNP, Eleazar has vowed to remove the “palakasan” system in the organization.—AOL, GMA News
