Comelec launches mobile registration app for Eleksyon 2022

The Commission on Elections (Comelec) on Tuesday launched a mobile app that will allow registrants with Android phones to fill out application forms for the 2022 elections without the need for an internet connection.

“It doesn’t require data or internet connection. Once you download or copy the mobile app from another mobile phone, then you are ready to go,” Commissioner Marlon Casquejo said during the special Comelec MediaCon.

After starting the registration, registrants will choose the desired type of application such as new registration, transfer, reactivation, change of name or correction of entries, or through multiple applications.

Casquejo said an encrypted QR code will then be generated and stored in the phone’s gallery after saving.

“Once you have the QR code, the next step is to go to your respective office of the election officer, present the QR code, and printed application form will be generated. And that’s it,” he said.

“With the mobile registration app, we were able to streamline the process of registration. From securing application forms, filling up manually ‘yung three copies, and submission to the OEO into only one process. Thus limiting the exposure of applicants [to COVID],” he added.

At present, however, Casquejo said the application is not yet available at the Google Playstore as only 500 areas were selected for pilot testing.

Comelec said individuals with Android smartphones may download the app through bit.ly/MobileFormApp or obtain it from someone else via SHAREit or Bluetooth.

"As of now, it will be a pilot test only for those areas with poor internet connection until the last day of registration which is September 30, 2021," he said.

Meanwhile, Casquejo urged individuals with internet connections to register through irehistro.comelec.gov.ph.

“Because it is convenient and easy to use. This mobile form registration app is conceptualized to cater to applicants who have no access to the internet or where internet connection is poor,” he said.

On Monday, Philippine National Police chief Police General Guillermo Eleazar warned that political candidates may try to take advantage of the growth in the use of digital platforms and e-wallets in the country to buy votes.
