Presidential spokesperson Harry Roque on Tuesday accused an official of the Land Transportation Office (LTO) in Central Visayas of extorting money from motorcycle distributors
Roque said the alleged extortion activities of LTO-7 Regional Director Victor Caindec were in connection with the processing of certificates of registration of vehicles.
“I have affidavits to prove po na kinikikilan niya iyong mga motorcycle distributors, and this is a matter of public document already, nang hindI po pumayag na mas mataas iyong kikil na ibibigay sa kanya, saka po siya nagkaroon ng kung anu-anong hadlang,” the Palace official said at a news conference in Malacañang.

He said he raised the matter with LTO chief Edgar Galvante, which prompted the agency to allow vehicle owners to process the registration outside of Cebu.
Roque earlier warned Caindec to “shape up,” saying President Rodrigo Duterte will never tolerate corruption.
“Zero corruption ang Presidente and huwag kang magkamali na gawin iyong mga ginawa ng ibang mga opisyal na hindi daw ako nagsasalita sa ngalan ng Presidente pagdating sa kurapsyon. Tingnan po natin. I will bring the matter up now to the top leadership,” he said.
Caindec earlier dismissed the allegations of corruption as a smear campaign. —LDF, GMA News
