Neighboring Isabela and Cagayan provinces have also been placed under state of calamity.

According to the National Disaster Risk Reduction and Management Council (NDRRMC), at least 33 people have died due to the typhoon. Ulysses brought widespread flooding in many parts of Luzon, from the southern Bicol provinces to the northern Cagayan Valley provinces, as it came in the wake of several others cyclones hitting the Philippines. —JST, GMA News
