DILG: Police, LGU to face penalties if found liable for curfew violator’s death in Cavite

The Department of the Interior and Local Government (DILG) on Wednesday vowed that police officers and the local government will face penalties if they are found liable for the death of a curfew violator in General Trias City, Cavite.

DILG spokesperson Undersecretary Jonathan Malaya said administrative and criminal charges will be imposed on the police officers while disciplinary action on the local government unit.

“All police officers who will be proven to have violated the law will be prosecuted and meted with appropriate admin and criminal penalties,” he told GMA News Online in a text message.

“They (LGU) are also conducting an investigation and will mete disciplinary action if warranted because the Barangay is directly under them,” he added.

According to Malaya, the DILG will be guided by the results of the investigation being conducted by the Police Regional Office 4A as ordered by DILG officer-in-charge Undersecretary Bernardo Florece Jr.

after allegedly being forced to do around 300 rounds of a pumping exercise as punishment for violating curfew.

General Trias Police chief Police Lieutenant Colonel Marlo Solero had denied that they subject curfew violators to physical exercise as punishment.

On Wednesday, Solero was relieved from his post after two quarantine violators who served as witnesses said in sworn affidavits that policemen made them do knee bender exercises as punishment.

PNP said the two cops, identified as Police Corporal Jerome Vibar and Police Corporal Kenneth Mercene, who allegedly required physical exercises for Peñaredondo and seven other quarantine violators were also relieved from post.

In a statement on Monday, General Trias Mayor Ony Ferrer said physical harm and torture are never part of the local government’s policy in implementing their measures.

He said he ordered their chief of police to conduct an investigation on the incident and coordinate with the family of Peñaredondo.—AOL, GMA News
