Former Cebu governor, lawmaker Pablo Garcia passes away


Former deputy speaker and Cebu lawmaker Pablo "Pabling" Garcia has passed away.

The House of Representatives expressed condolences to the family and loved ones of Garcia, who had served in the chamber during the 8th, 9th, 14th, and 15th Congresses.

"The House of Representatives, led by Speaker Lord Allan Velasco, mourns the demise of former Deputy Speaker and Cebu Rep. Pablo 'Pabling' P. Garcia," it said in a statement.

"Our prayers and heartfelt sympathies to the family and loved ones he has left behind, especially to his son and our colleague in the 18th Congress, Deputy Speaker Pablo John F. Garcia," the chamber added.

In a separate statement, Velasco said Garcia would surely be missed by all who had the privilege of knowing and working with him.

"He was a devoted public servant who dedicated two-thirds of his life to public service—an extraordinary feat worthy of emulation," Velasco said.

"Cebu and the entire nation lost an exceptional public servant admired for his diligence, intelligence and integrity," he added.

Cebu 6th District Representative Emmarie Ouano-Dizon said the Philippines lost a great statesman with Garcia's demise. She said Garcia's achievements in public service are unmatched.

"Our hearts are enveloped with unfathomable grief with the passing of Cebu’s dearest Governor and Deputy Speaker, Pablo 'Pabling' Paras Garcia, whose contributions to Cebu and nation building are immeasurable," she said.

"We will always remember you with much love and respect, Noy Pabling," she added.

Garcia served as governor of Cebu from 1995 to 2004. He also served as the vice governor from 1969 to 1971. 

He was a distinguished trial lawyer, law professor and respected constitutionalist.

He is survived by his children, Gwendolyn, Deirdra, Winston, Byron, Farla and Pablo John, as well as 27 grandchildren and 18 great-grandchildren. — KBK/RSJ, GMA News
