Here’s how OFWs registered elsewhere can vote in the country they’re in for Eleksyon 2022

DUBAI, United Arab Emirates — Filipinos who actively registered as overseas voters in other countries may cast their vote for the May 9, 2022 general elections in this city if they happen to be in Dubai during the overseas absentee voting period, Consul General Renato N. Dueñas, Jr., head of the Philippine mission in Dubai, said Sunday.

They may do so due to Comelec Minute Resolution 22-0248, which promulgates guidelines allowing overseas Filipinos to vote in the country where they happen to be during the one-month OAV period that started April 10 and ends on May 9—even if they have registered elsewhere, provided they comply with requirements set forth by the Commission on Elections.

“We understand that some overseas Filipinos, who have recently relocated to Dubai, may still be registered overseas voters elsewhere,” Dueñas told GMA News Online.

He added: “Comelec gives these registered overseas voters the chance to cast their ballot here in Dubai, as long as they submit to Comelec their manifestation of intent to vote, along with other requirements, before the deadline of April 30, 2022, and we receive the Commission’s approval for them to vote here before the end of the overseas voting on May 9, 2022."

In its latest advisory, Comelec stated the following requirements:

  • The voter’s name must appear in the Certified List of Overseas Voters (CLOV) for the national elections in 2022 in the embassy or consulate where the voter registered.
  • The voter must accomplish the “Manifestation of Intent to Vote in Another Post” Form (MIVAP). For overseas Filipinos who are in Dubai, this can be downloaded here: https://tinyurl.com/MIVAPDubaiPCG
  • The voter must submit the MIVAP together with a clear copy of a valid passport—or, in the case of the UAE, the Emirates ID, a national identification issued by the government to those holding residency status in the country. OFWs and all other expats in the UAE are issued Emirates IDs.
  • E-mail the documents to the embassy in the country they're in (in Dubai, the email address is ovs@pcgdubai.ae) with the subject “Manifestation of Intent to Vote” on or before 30 April 2022.

All requests received will be endorsed to Comelec and will require approval before the voter is allowed to cast their vote in a different country from where they have registered. Those with active registration will be issued an authority to vote while those who are not registered or have deactivated registration will not be allowed to vote, the advisory read.

Applicants will be notified of the approval or disapproval of their application via e-mail, it added. — BM, GMA News
