There is more than one way to fight a drug war. That was the tip that Howie Severino and his I-Witness team followed to Cebu. While a bloodbath in Luzon has made international headlines, Howie and team learned that the police were doing things differently in Cebu. They even coined an endearing name for their anti-drug operations, Oplan Pokémon (because they want to "catch them all").

Howie and his team accompany a motorcycle SWAT team on a drug raid, observe police interacting with suspects, inspect jail conditions and speak with human rights advocates.

They also shadow the former SAF commando who now heads the Cebu police, Senior Superintendent Joel Doria. Since assuming his post last year, Doria has sought out the Commission on Human Rights to mentor his men on the right way to treat suspects.

The kill rate in Cebu has plummeted even as arrests have spiked. But is a low body count a measure of success in the ferocious drug war?

In Bogo City in northern Cebu, the police boast of zero drug killings while the local government conducts rehab for addicts at a beach resort.

Can compassion be more effective than cruelty in the war against drugs? 

People in Cebu have come together to find out.

Maraming paraan para lumaban sa giyera kontra droga. Habang nababalita sa buong mundo ang libo-libong namamatay sa Luzon, nabalitaan ni Howie Severino na iba raw ang pamamalakad sa Cebu City. Iba rin ang tawag sa anti-drug operations sa Cebu: Oplan Pokémon (o "catch them all").

Sasamahan ni Howie at ng kaniyang documentary team ang Cebu City SWAT team sa isang drug raid.  Oobserbahan nila kung paano makihalubilo ang pulis sa mga suspek, titingnan ang kondisyon ng mga preso, at kakausapin ang mga human rights advocates.

Susundan din nila ang dating SAF commando na ngayon ay hepe na ng Cebu police, si Senior Superintendent Joel Doria. Mula noong umupo sa puwesto si Doria, agad siyang nakipagtulungan sa Commission on Human Rights para maturuan ang kaniyang tauhan tungkol sa tamang pakikitungo sa mga suspek.

Bumaba ang kill rate sa Cebu habang tumaas naman ang bilang ng mga naaaresto.  Ang mababang bilang ng patay, isa bang indikasyon ng matagumpay na giyera? 

Sa Bogo City sa hilagang Cebu, ipinagmamalaki ng mga pulis ang zero drug killings, habang inaasikaso ng kanilang lokal na gobyerno ang rehabilitation ng mga adik na isinasagawa sa tabing resort.

Malasakit kaya ang mas epektibong paraan para isulong ang giyera kontra droga?
