PAGASA:  Ruby to make 3rd landfall over Mindoro, 12 areas under Signal 3


Typhoon Ruby was still moving slowly at 10 kilometers per hour and would make a landfall over northern Mindoro island between 6 and 8 p.m. Monday, weather service PAGASA's Sunday night forecast predicted.
 
At 10 p.m., Ruby was 70 kms northwest of Masbate City.
 
Ruby's diameter had shrunk slightly to 450 kms, sparing provinces at the edges the full brunt of the typhoon.
 
Nevertheless, moderate to heavy rain (5 to 15 mm per hour) were still expected within this 450 km diameter and storm surges were still a danger. 
 
Ruby's sustained winds were still at 140 kph.
 
Metro Manila can expect to feel the typhoon's full effects between 8 to 10 p.m. on Monday. 

Seas will be rough to very rough on the seaboards of Luzon, the Visayas, and on the northern seaboard of Mindanao due to Ruby and the northeast monsoon.
 
Small seacraft are advised against sailing on these affected seaboards.

  • northern Palawan including Cuyo,
