Tisoy bringing intense rain, wind to Northern Samar; Signal No. 3 up over 12 areas in Luzon, Visayas

Typhoon Tisoy is causing harsh rains and violent winds over Northern Samar and its southern eyewall threatens to hit Sorsogon, Albay, Catanduanes, and Camarines Sur within the next three hours, according to state weather bureau PAGASA.

In its 5 p.m. Monday bulletin, PAGASA said the center of Tisoy was last seen 155 kilometers east of Juban, Sorsogon packing winds of up to 155 kilometers per hour (kph) with gustiness of up to 190 kph.

It continues to move west at 15 kph and is forecast to make landfall over the Albay-Sorsogon area between Monday night and early Tuesday morning. Tisoy will exit the Philippine Area of Responsibility on Thursday afternoon.

Storm surge warning

PAGASA warned of a possible storm surge over 3 meters high in several coastal areas in Catanduanes, Camarines Norte, and Camarines Sur.

A storm surge up to 3 meters tall may also occur over several coastal areas in Batangas, Quezon, Albay, and Marinduque. Sea travel has also been declared “risky” due to rough sea conditions.

By Tuesday afternoon, PAGASA said Tisoy will be in the vicinity of Naujan, Oriental Mindoro. On Wednesday afternoon, it will be 345 kilometers west of Subic, Zambales.

Ahead of Tisoy's landfall, Tuesday classes have been canceled in areas projected to be affected by the weather disturbanceLikewise, a number of flights have been canceled, too.

In Camarines Sur, about 4,500 people have been evacuated to safer areas.

In the National Capital Region, a total of 579 flood-prone barangays have been urged to take precautionary measures.

Meanwhile, Meralco said it intends to keep electricity on in areas unaffected by Typhoon Tisoy.

Rainfall outlook

Between Monday night and Tuesday morning, frequent to continuous heavy to intense rains are expected to prevail over Bicol Region, Northern Samar, Southern Quezon, Marinduque, and Romblon, while frequent to continuous heavy rains were predicted over Samar, Eastern Samar, Rizal, rest of Quezon, Laguna, and Oriental Mindoro. Moderate to intermittent heavy rains over Metro Manila, Occidental Mindoro, rest of CALABARZON, Cagayan, Isabela, Aurora, and the rest of Eastern Visayas.

From Tuesday morning until evening, frequent to continuous heavy to intense rains will prevail over CALABARZON, Central Luzon, Metro Manila, Mindoro Provinces, Marinduque, and Romblon, while occasional to frequent heavy rains will persist over Cagayan Valley, Cordillera Administrative Region, and Calamian Islands, and  intermittent heavy rains will hover over Aklan, Capiz, and northern Antique.

Gusty conditions may also be experienced in areas in northern Luzon that are not under any storm signals due to the Northeast Monsoon or Amihan.
