Signal No. 2 raised due to Ulysses over Rolly-hit Bicol, Quezon, NCR

Tropical Cyclone Wind Signal (TCWS) No. 2 has been raised in more areas as severe tropical storm Ulysses moves westward towards Southern Luzon.

In its 11 p.m. severe weather bulletin, the weather agency said that Ulysses is likely to intensify into a typhoon within the next 12 to 24 hours.

TCWS No. 2 have been raised in the following areas:

  1. The central and southern portions of Aurora (Dipaculao, Maria Aurora, Baler, San Luis, Dingalan)
  2. The southeastern portion of Nueva Ecija (Bongabon, Laur, General Tinio, Gapan City, Peñaranda, Gabaldon)
  3. The northern and eastern portions of Bulacan (Meycauayan City, Obando, Marilao, Bocaue, Pandi, Bustos, San Rafael, San Ildefonso, San Miguel, Angat, Santa Maria, San Jose del Monte City, Norzagaray, Doña Remedios Trinidad)
  4. Metro Manila
  5. Rizal
  6. Laguna
  7. Quezon (including Polillo Islands)
  8. Marinduque
  9. Camarines Norte
  10. Camarines Sur
  11. Catanduanes
  12. Albay
  13. Sorsogon
  14. Ticao Island
  15. Burias Island

Quezon in Southern Tagalog; Catanduanes, Camarines Norte and Albay in Bicol are some of the provinces that suffered the brunt of Typhoon Rolly two weekends ago.

Still without electricity due to Rolly's onslaught, some residents in Real, Quezon were shocked to hear of another strong cyclone threatening the province.

Meanwhile, TCWS No. 1 has been raised over the following areas:

  4. Kalinga
  5. Mountain Province
  6. Ifugao
  7. Benguet
  8. Abra
  9. Ilocos Sur
  10. La Union

PAGASA said damaging gale-force to storm-force winds will prevail over areas under TCWS No. 2 while areas under TCWS No. 1 will experience strong breeze to near gale conditions.

Meanwhile, TCWS No. 3 may be raised over several provinces in the Bicol Region as well as Metro Manila, portions of CALABARZON, AND CENTRAL Luzon once Ulysses has intensified into a typhoon.

At 10 p.m. on Tuesday, the center of Ulysses was estimated at 250 kilometers east northeast of Virac, Catanduanes with maximum sustained winds of 95 kilometers per hour near the center and gustiness of up to 115 kph.

It is moving west northwestward at 30 kph.

Ulysses is forecast to cross the Calaguas Island on Wednesday afternoon or evening and make landfall over Polillo Islands and mainland Quezon between tomorrow evening and Thursday early morning.

Hazards affecting land

From Tuesday night to Wednesday morning, moderate to heavy with, at times, intense rains are expected over Catanduanes, Camarines Sur, Albay, Sorsogon, and Northern Samar.

Meanwhile, light to moderate with, at times, heavy rains will prevail over  Aurora, Quezon (including Polillo Islands), Marinduque, and the rest of Bicol Region and Eastern Visayas.

From Wednesday morning to Wednesday evening, Catanduanes, Camarines Norte, Camarines Sur, Albay, Quezon (including Polillo Islands), and Marinduque may experience heavy to intense rains with, at times, torrential rains.

Moderate to heavy rains are also expected over the eastern portions of Cagayan and Isabela, Aurora, Nueva Ecija, Bulacan, Metro Manila, Northern Samar, and the rest of CALABARZON and Bicol Region.

Meanwhile, light to moderate with, at times, heavy rains may prevail over the rest of Luzon and Visayas

“Flooding (including flashfloods), rain-induced landslides, and sediment-laden streamflows (i.e. lahar) may occur during heavy or prolonged rainfall,” PAGASA said.

According to the weather agency, there is also a high risk of storm surge of up to 3 meters over the coastal areas of Quezon (including Polillo Islands), Camarines Norte, Catanduanes, and the northern and eastern coastal areas of Camarines Sur.

There is also a high risk of a storm surge of up to 2 meters over the coastal areas of Aurora, Bataan, Pampanga, Bulacan, Metro Manila, Cavite, Batangas, northern portions of Mindoro Provinces (including Lubang Island), Marinduque, Romblon, Masbate including Ticao and Burias Islands, Albay, and Sorsogon, and the remaining coastal areas of Camarines Sur.

PAGASA warned that the storm surges may cause “life-threatening and damaging coastal inundation.”

“Moreover, there is also a moderate risk of seiche or storm surge over the coastal areas surrounding Laguna de Bay and Taal Lake,” it said.

Hazards affecting coastal waters

PAGASA said that rough to very high seas will prevail over the seaboards of areas under TCWS No. 2 and No. 1 as well as the eastern seaboard of Eastern Samar.

Rough to high seas are also expected over the remaining seaboards of Northern Luzon while rough seas will prevail over the seaboards of Kalayaan Islands.

“Sea travel is risky for all types of seacrafts over these waters,” PAGASA said.

Meanwhile, the western seaboards of Palawan (including Calamian Islands and the eastern seaboards of Mindanao will experience moderate to rough seas.

“Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions,” PAGASA said.
