Signal No. 2 still up in 3 areas as Bising moves north-northwest slowly —PAGASA

Tropical Cyclone Wind Signal No. 2 is still raised over three areas in Luzon as Typhoon Bising moved north-northwestward slowly, state weather bureau PAGASA said on Tuesday.

In its 11 a.m. bulletin, PAGASA said the following areas are under Signal No. 2:

  • the eastern portion of Cagayan (Santa Ana, Gonzaga, Baggao, Gattaran, Lal-Lo, Peñablanca, Santa Teresita, Buguey, Camalaniugan, Aparri)
  • the eastern portion of Isabela (San Pablo, Maconacon, Divilacan, Ilagan, Palanan)
  • Catanduanes

Meanwhile, Signal No. 1 is hoisted in the following areas:

  • Batanes
  • the rest of Cagayan including Babuyan Islands,
  • the rest of Isabela,
  • Quirino
  • Apayao
  • the eastern portion of Kalinga (Pinukpuk, Rizal, Tabuk City)
  • the eastern portion of Mountain Province (Paracelis,Natonin)
  • the eastern portion of Ifugao (Aguinaldo, Alfonso Lista)
  • the northern portion of Aurora (Baler, Dipaculao, Dinalungan, Casiguran, Dilasag)
  • the eastern portion of Quezon (Calauag, Guinayangan, Tagkawayan) including Polillo Islands
  • Camarines Norte
  • Camarines Sur
  • Albay

  • Sorsogon
  • Northern Samar
  • the northern portion of Samar (Matuguinao)
  • the northern portion of Eastern Samar (Jipapad, Arteche, San Policarpo, Oras)

At 10 a.m., Bising was located at 475 kilometers East of Infanta, Quezon with maximum sustained winds of 175 km per hour and gustiness of up to 215 km/h, according to PAGASA.

Forecast

According to PAGASA, Bising is expected to exit the Philippine Area of Responsibility on Sunday. It is seen to gradually weaken throughout the forecast period and may be downgraded to severe tropical storm by Saturday evening or early Sunday morning.

On Tuesday, moderate to heavy rains are expected over Catanduanes, while light to moderate at times heavy rains will be experienced over the eastern portion of Quezon, Camarines Provinces, Sorsogon, Albay, and Northern Samar.

PAGASA warned of possible flooding including flashfloods, and rain-induced landslides in areas prone to these hazards.

In the next 24 hours, the northeasterly wind flow enhanced by Bising will bring strong breeze to near gale conditions with higher gusts over the rest of Northern Luzon, the rest of Aurora, and Quezon that are not under any TCWS, PAGASA said.

These conditions are more likely to occur in the coastal and mountainous areas.

The northern and eastern seaboards of Luzon will experience very rough to high sea of up to 10 meters. The northern and eastern seaboards of Eastern Visayas are expected to have rough to high seas of up to seven meters.

“Sea travel is risky for all types of seacraft over these waters,” PAGASA said.

Stranded individuals, vehicles

Meanwhile, as of Tuesday morning, a total of 2,792 passengers, drivers, and cargo helpers were stranded in ports in Eastern Visayas, Bicol, Central Visayas, and north eastern Mindanao due to Bising, according to the Philippine Coast Guard (PCG).

The PCG also said 1,032 rolling cargoes were stranded, while 55 vessels and 54 motorbancas took shelter amid the bad weather.

Most of the stranded people were reported in Eastern Visayas where 1,185 passengers, drivers, and helpers, as well as 14 vessels and 435 rolling cargoes, were stranded.

This was followed by Bicol with 971 passengers, drivers, and helpers, as well as three vessels and 325 rolling cargoes, that were stranded due to the typhoon. --KBK, GMA News
