Habagat, enhanced by Fabian, to bring monsoon rains over parts of the country


Typhoon Fabian remains slow-moving over the sea south of Miyako islands, according to the Severe Weather Bulletin posted by PAGASA on Friday.

However, it would be the southwest monsoon or habagat will be affecting the country.

As of 3 a.m. on Friday, the center of Typhoon Fabian was located at 495 kilometers northeast of Itbayat, Batanes with maximum sustained winds of 150 kilometers per hour near the center and gustiness of up to 185 kph and moving slowly in the west northwestward.

Tropical Cyclone Wind Signal (TCWS) No. 1 remains over Batanes and Babuyan islands.

Batanes and Babuyan Islands will experience rains with gusty winds brought about by Fabian with possible flash floods or landslides due to moderate to at times heavy rains.

The weather bureau adds that very light to light to damage to structures and vegetation is possible due to moderate to strong winds.

Fabian is unlikely to directly bring heavy rainfall in the country throughout the forecast period but will enhance the southwest monsoon.

Metro Manila, Ilocos Region, Benguet, Abra, Zambales, Bataan, Tarlac, Pampanga, Bulacan, Rizal, Laguna, Cavite, Batangas, Mindoro Provinces and Northern Palawan including Calamian and Kalayaan Islands will experience monsoon rains brought about by the southwest monsoon with possible flash floods or landslides due to scattered to widespread moderate to at times heavy rains.

Western Visayas and the rest of Luzon will have cloudy skies with scattered rainshowers and thunderstorms also due to the habagat with possible flash floods or landslides during moderate to at times heavy rains.

The rest of country will have partly cloudy to cloudy skies with rainshowers or thunderstorms due to the southwest monsoon with possible flash floods or landslides during severe thunderstorms.

Forecast wind and coastal water condition

Rough to very rough seas will be experienced over the seaboards of Luzon including the areas under TCWS No. 1 and Western Visayas. Sea travel is risky for small seacrafts over these waters. Mariners without the proper experience should immediately seek safe harbor. 

Moderate to rough seas will prevail over the remaining seaboards of the country. Mariners of small seacrafts are advised to take precautionary measures when venturing out to sea. Inexperienced mariners should avoid navigating in these conditions.

The wind speed forecast in Luzon and Visayas is moderate to strong moving southwestward while coastal waters will be moderate to strong.

Mindanao will have light to moderate wind speed moving southwestward while coastal waters will remain slight to moderate.

The sun will rise by 5:37 a.m. and set by 6:28 p.m.

Track and intensity outlook

Fabian is forecast to move generally northwestward over the next 72 hours towards the southern portion of the Ryukyu Islands and the eastern portion of mainland China and expect to accelerate is expected by Friday afternoon or evening.

The typhoon is forecast to pass close or make landfall in the vicinity of Miyako, Yaeyama, and Senkaku Islands tonight and expected to exit the Philippine Area of Responsibility (PAR) between Friday night and Saturday morning.. -- BAP, GMA News
