LTFRB allows 286 provincial buses to resume ops in 12 routes by Sept. 30

The Land Transportation Franchising and Regulatory Board on Saturday said it will be opening 12 modified provincial bus routes to serve passengers going to and from Metro Manila and Regions 3 and 4-A, starting September 30, 2020.

Based on the LTFRB’s Memorandum Circular No. 2020-051, public utility buses (PUB) in the said 12 routes with valid and existing Certificate of Public Convenience (CPC) or Application for Extension of Validity, and registered Personal Passenger Insurance Policy for each unit can be allowed to resume operations without a Special Permit (SP).

In exchange for the SP is a QR Code which shall be downloaded at the LTFRB’s website and must be printed by the operator in a short bond paper and displayed conspicuously in the front windshield of the authorized unit.

“Bukod pa rito, may requirement ang mga operator na maglagay ng Global Navigation Satellite System para ma-monitor ang pagbiyahe ng mga naturang PUBs,” the LTFRB said.

The following are the 12 modified provincial bus routes which will be opened pursuant to MC 2020-051:

  • San Fernando, Pampanga - Araneta Center, Cubao, Quezon City
  • Batangas City, Batangas - Parañaque Integrated Terminal Exchange (PITx)
  • Lemery, Batangas - PITx
  • Lipa City, Batangas - PITx
  • Nasugbu, Batangas - PITx
  • Indang, Cavite - PITx
  • Mendez, Cavite - PITx
  • Tagaytay City, Cavite - PITx
  • Ternate, Cavite - PITx
  • Calamba City, Laguna - PITx
  • Siniloan, Laguna - PITx
  • Sta. Cruz, Laguna - PITx

The 12 modified routes cover 286 bus units.

“Ang mga ruta ay bunga ng komprehensibong pakikipag-ugnayan ng ahensya sa mga stakeholders, kabilang ang Local Government Units, terminal at bus operators. Ang mga nabanggit na ruta ay naaprubahan na ng mga LGU na may sakop sa mga ito,” the LTFRB said.

“Kasama sa mga napag-usapan ng LTFRB at LGU ang mga kundisyon sa pagbiyahe ng mga PUB unit sa kani-kanilang nasasakupan. Bawal ang pagbaba at pagsakay sa anumang parte ng Provincial Route maliban na lang sa mga itinalagang stopover points at terminal kung saan huling titigil ang mga PUB,” it said.

Passengers are required to bring the following to be allowed a ride in a provincial bus:

  • Travel Authority/Pass mula sa PNP sa terminal na panggagalingan ng pasahero;
  • Valid ID na may kalakip na importanteng impormasyon ng pasahero tulad ng Address/Place of Origin, Edad, at Lugar kung saan nag-aaral o nagtatrabaho;
  • Written Consent na pumapayag ang pasahero na sumailalim sa COVID-19 testing o magpa-quarantine sa terminal na pinagmulan at/o huling destinasyon sakaling ito ay kailanganin ng LGU;
  • Iba pang mga dokumentong kailangan ng Inter-Agency Task Force for Emerging Infectious Diseases (IATF-EID) at local government unit.

“Ang driver at mga pasahero ng PUB na tatahak sa mga provincial bus routes ay kinakailanganh sumunod sa mga alituntunin ng Inter-Agency Task Force for Emerging Infectious Diseases (IATF-EID), kabilang na ang pagsusuot ng face mask at face shield, pagdala at paggamit ng mga disinfecting agent tulad ng alcohol at sanitizer, at pagsunod sa one-meter physical distancing,” the LTFRB said.

“Dadag pa riyan, pinagbabawal din ang pagkain, pag-inom, at pakikipag-usap sa kapwa pasahero o sa cellphone sa loob ng pampublikong sasakyan,” it said.

Under the MC 2020-051, a passenger shall secure a  ticket two days or earlier prior his/her trip through online platforms o in the terminal.

“Ipinagbabawal ang pagbili ng trip ticket sa araw mismo ng pagbiyahe maliban na lang kung ito ay isang emergency tulad ng problema sa pamilya o sa kalusugan,” the LTFRB said.

“Sasailalim sa regular monitoring ang lahat ng PUBs na bibiyahe sa mga modified provincial bus routes,” it said.

The LTFRB reminded PUB operators to follow the agency’s rules.

“Ang sinumang mahuli na lalabag sa mga probisyon ng MC ay papatawan ng kaukulang parusa at multa, at maaaring tanggalan ng CPC o PA,” it said. —LBG, GMA News
