Paranaque has only distributed P200M out of P600-M aid package

Of the P600-million fund, only P200 millon has so far been handed out to beneficiaries of the social  amelioration program in Paranaque City.

With only a day to go before the deadline for distribution imposed by the national government, officials say it would be impossible to meet the requirement, according to Marisol Abdurahman's Wednesday report on 24 Oras.

Residents of Ipil Ville in Barangay B.F. Homes are frustrated.

"Construction, walang trabaho. Ano ikabubuhay namin? Katulad nito, nagma-manicure-pedicure ako. Ano na kakainin ng mga anak ko? Ang asawa ko, naabutan ng lockdown, wala ng trabaho," Grace Perez, a resident, said.

Other residents, meanwhile, lamented at what they claimed was unfair distribution of aid, including Rowena Bugornia, a mother of 10 children.

"'Yung mga taong meron, nauna. Mas nangangailangan ako. Umikot po sila, alam nila pinagdaanan ng bahay ko. Wala po ako trabaho dahil lockdown sa mga subdivision," Bugornia said.

"Ang sabi sa isang pamilya, sa isang bahay, isa lang po ang malilista. Bakit po pagdating doon sa may Mangga street, sa isang bahay, tatlong pamilya, apat na pamilya, lahat nabigyan?" another resident said.

Their sentiments were echoed by residents of Clinic Ville, who went outside of their home to air their grievances to representatives of the city government, forgetting about social distancing.

Paranaque Mayor Edwin Olivarez acknowleged there were problems in the cash distribution. 

"Halos 80 percent hindi naka-qualified so dun nagkakaproblema. Nagkakaroon ng duplication doon sa TODA, pati dun sa ating mga DOLE," he said.

The mayor also denied allegations that authorities are prioritizing families who are not in need.

"Mayroon po'ng kasamang DSWD 'yung nage-evaluate.  . . . kung ano 'yung nasa guidelines, susundin 'yun kasi hindi lang sa barangay, mayroon pa ho tayong CSWDO at field officer ng DSWD na nagva-validate," he said.

Olivarez appealed for understanding from his constituents for the delay, saying there is a process that needed to be followed. —Joahna Lei Casilao/LDF, GMA News
