Police who shot 52-year-old woman in QC: I’m proud to be a good cop


“I am proud to be a good cop.”

According to Emil Sumangil’s report on “24 Oras,” this is what Police Master Hensie Zinampan, the cop seen on video shooting a 52-year-old woman in Quezon City, said in reaction to the shooting of a mother and son in Paniqui, Tarlac by a fellow cop in December 2020.

“The sin of Nuezca is not the sin of the entire PNP,” Zinampan had said in a Facebook post, referring to Police Master Sergeant Jonel Nuezca, the cop who shot dead his unarmed neighbors.

He later added that he was “proud to be a good cop.”

Now, Zinampan is facing the same situation after he reportedly approached victim Lilibeth Valdez while intoxicated, pulled her hair, and shot her in the neck.

Though he declined to comment to the media, operatives of the Quezon City Police District (QCPD) said Zinampan said he regretted his actions.

“Sa kaniyang kwento, ‘yun nga nawalan siya ng pasensya. At ang dahilan noon ay ‘yung away sa mga kapitbahay lang, ‘yung mga asaran lang,” Police Brigadier General Antonio Yarra, QCPD director, said.

(Based on his story, he lost his patience. His reason was a fight between neighbors, like they were just joking around.)

“At sabi ko nga sa inyo [I also told you], initially, on May 1 this year, we filed a physical injury and a scandal case against the son of the victim,” he added.

The QCPD has filed a murder case against Zinampan.

He was placed under alcohol, drug test, and paraffin test. His records are also being investigated for possible previous complaints or cases.

Meanwhile, the QCPD is also looking into filing other cases such as child abuse due to the effects of the shooting on the minors who could be heard crying in the video at the time of the incident.

“The case is not limited to just a filing of a mother case, so kung meron pa tayong mga [so if we have] witnesses na may allegations, just visit us. We’ll take their account, their statements for possible additional charges,” Yarra said.—Joahna Lei Casilao/LDF, GMA News
