A man standing near the driver's side could also be seen walking away, while other men were also seen scouting the road.
According to the police, the snatcher, who was a minor, was arrested as the victims promptly reported the incident.
The bag, which contained cash, identification cards and personal belongings, was also returned to the victims.
Authorities located the other suspect after the snatcher pointed out his location.
The police said the other suspect is an adult and was caught with a gun.
Based on the investigation, the group’s modus operandi is to check vehicles with opened windows or unlocked doors.
They would ask for alms or clean the window on the driver’s side, but once the attention is on them, their accomplice steals the belongings on the other side of the car.
The adult suspect claimed he was caught off-guard when his companion stole the bag. He also admitted carrying a gun when he was arrested.
The adult suspect will face charges for illegal possession of firearms and violating the election gun ban.
Meanwhile, the snatcher is in the custody of the Department of Social Welfare and Development.
