In its final report on Holy Week incidents, the NDRRMC also said at least 583 people were injured and two were missing in at least 60 incidents recorded nationwide.

"Most of the minor injuries were sustained by individuals who participated in the various kinds of processions that occurred during the Holy Week. These injuries include minor cuts, lacerations, bruises, etc.," it added.

Of the 28 deaths, 13 were due to drowning, eight to vehicular accidents, four to gunshot wounds, two to fires, and one to a stabbing incident.

The 583 injuries included 490 "minor injuries," 85 in vehicular accidents, six in shooting incidents, and two due to snakebite.

Still missing are Apple Joy Carion, 13, of Sitio Tuong in Magsaysay, Occidental Mindoro; and Bonifacio Gautno, of Sta. Magdalena in Sorsogon.

Both missing persons "were lost in bodies of water," the NDRRMC said.
