VACC files complaint vs. Albay Gov. Joey Salceda for failure to submit SALN

(Updated 5:41 p.m.) Non-government organization Volunteers Against Crime and Corruption (VACC) filed a complaint before the Office of the Ombudsman against Albay Governor Joey Salceda for his alleged failure to submit his Statement of Assets, Liabilities and Net Worth (SALN) for three years.

 

According to VACC, Salceda failed to submit his SALN in 2012, 2013, and 2014, a report by GMA News TV's “News TV Live” said on Thursday.

 

The failure to submit an annual SALN is a violation of Republic Act 6713 or the Code of Conduct and Ethical Standards for Public Officials and Employees.

 

Meanwhile, Salceda refuted the allegations against him and said that he submitted copies of his SALN to the Provincial Human Resource Management Office (PHRMO), as compliance to the rules and regulations of the Civil Service Commission.

 

The PHRMO then submitted these to the Ombudsman for Luzon, according to the provincial governor. 

"Since 2007, I have dutifully filed my SALN with the Albay PHRMO in accordance with CSC MC No. 3, s. 2015, as amended. And in accordance with the same CSC MC, the PHRMO then submitted / transmitted these SALNs via  "registered mail" to the Deputy Ombudsman for Luzon per instruction of the Office of the Ombudsman. These are shown in the attached copies of the SALNs and registered mail official receipts," Salceda said.

"Therefore, the reported complaint of the VACC against me for allegedly failing to file my SALNS for the years 2012, 2013 and 2014 have no basis in fact and are downright malicious," he added. — Bianca Rose Dabu/KG/RSJ, GMA News
