Imee wants hybrid election systems presented at Senate hearing


Senator Imee Marcos is looking to test available hybrid election systems as she continued her push for a part-manual, part-automated elections in 2022.

"'Yung target date natin I hope in the next session at the latest, kailangan patakbuhin na 'yan eh kasi hindi naman ganoon kalayo 'yung 2022, kailangan nakapag-practice na," said Marcos, the chair of the Senate Committee on Electoral Reforms.

"The goal really is that in 2022 we have a new hybrid automated system," Marcos said.

Marcos said the committee wanted to level the playing field for more technology and services providers.

"Titingnan natin kung alin 'yung mga bahagi na kailangan iisa 'yung provider at alin naman yung mga pwede anng i-spin out na sa iba para hindi naman iisa ang nagmamaniobra ng mga eleksyon," Marcos said.

Marcos indicated a preference for a more transparent election system in which the voter could see what happens to his or her ballot when it is placed inside the counting machine and the votes processed.

"Pag bumoto ka, ipinasok mo, isinubo mo sa makina eh lalamunin na ng makina hindi mo na malaman saan napunta 'yung boto mo," Marcos said.

"That's what were trying to address firstly, that once you put it into the machine makikita mo pa rin 'yung balota mo, ano itsura, ano nangyari next," she added.

Further, she said that her committee wants to level the playing field for more technology and services provider.

"Titingnan natin kung alin 'yung mga bahagi na kailangan iisa 'yung provider at alin naman yung mga pwede anng i-spin out na sa iba para hindi naman iisa ang nagmamaniobra ng mga eleksyon," Marcos said.

Marcos said that she was open for the proposal to use mobile apps in voting.

"I'm still open to all sorts of suggestions and I am aware that it's a crying need on the part of our OFW to be able to vote online or on the mobile phones kasi hirap silang lumuwas pa but at the same time, we need to secure their vote," Marcos said.

"Security has to be paramount also in our considerations," she added.

The Commission on Elections said it would soon test a mobile app that may be used in the 2022 elections to increase voter turnout among overseas voters. —NB, GMA News
