DILG exec says law must be observed on alleged ECQ violators


Barangay officials should not hurt violators of the guidelines of the enhanced community quarantine, an official of the Department of the Interior and Local Government (DILG) said Wednesday.

In an interview on Dobol B sa News TV, DILG Undersecretary for Barangay Affairs Martin Diño underscored that due process of the law must be observed at all times.

"Una sa lahat meron tayong ano diyan, meron tayong batas pero hindi mo dapat saktan, 'yan na nga 'yung inaano natin sa mga barangay ngayon. Kailangan 'yung... proseso pa rin ng batas ang ating gagawin diyan,"  Diño said.

"In the event na lumaban 'yan, that's the time na puwede mong ipagtanggol ang iyong sarili, maliwanag tayo diyan..." he said. "Kailangang arestuhin kasi may batas na dapat ipatupad eh. Kailangan talaga maximum tolerance ka pa rin diyan."

The DILG official was reacting to the incident along Panay Avenue in Quezon City in which barangay officials had beaten an allegedly mentally-challenged man using a rattan stick.

Diño said barangay officials should be cautious with their actions as at this time, people could easily document abuses of law enforces by taking photos and videos.

"Kaya nga dapat mag-ingat ngayon dahil ang daming mata, pag nakuhanan ka ng video, paano mo pagtatanggol sarili mo eh video 'yan," he said.

He said his office has been receiving reports of alleged grave abuse of authority.

These complaints will be filed before the Office of the Ombudsman, city council, or any regular court, Diño noted.—AOL, GMA News
