Checkpoints to remain even in GCQ, low-risk areas -PNP official


Quarantine control points will remain even if some areas were declared as low-risk while others will be placed under general community quarantine amid the COVID-19 threat, a high-ranking official from the Philippine National Police (PNP) said Tuesday.

"Tuloy-tuloy po ang checkpoints. Hindi mawawala ang checkpoint dahil maaaring GCQ man or low-risk or moderate, mayroon tayong pinapatupad na minimum health requirements na 'yan po ay nangangailangan ng PNP para ipatupad," PNP Directorate for Operations Police Major General Emmanuel Licup said at a virtual press briefing.

Licup said policemen would be deployed to establishments such as malls and manufacturing companies to ensure that people are following health and safety protocols.

"Magtatalaga din tayo ng mga tauhan upang ipadala sa mga establishments to ensure 'yung compliance, lalo na 'yung mga malls na magbubukas dahil nga bukas na 'yung non-essentials, although non-leisure, so 'yan po ang gagawin natin," Licup said.

In the same virtual presser, PNP chief Police General Archie Francisco Gamboa stressed that the police organization would be "more alert," especially in areas which will be placed under GCQ.

Gamboa said criminals could take advantage of the situation and may resume their criminal activities as some security protocols will be eased.

"With the advent of the GCQ, we will be more alert kasi siyempre 'yung opportunity [to commit crimes] will again expand. Kasi luluwag na 'yung mga protocols. Mas magkakaroon na ng tsansa ang mga kriminal to commit crimes," Gamboa said.

Earlier, the national government disclosed the areas which will be put under modified enhanced community quarantine and GCQ after May 15. Malacañang also presented the list of areas classified as low-risk.

The National Capital Region, Laguna and Cebu City will be placed under modified ECQ beginning May 16 to 31. Under modified ECQ, there will be limited movement within containment zone for obtaining essential services and work operation of selected manufacturing and processing plants up to maximum of 50% workforce; limited transporting services for essential goods and services; and suspension of physical classes.

Meanwhile, regions that will be under GCQ are the following:

a. Region II
b. Region III
c. Region IV-A except Laguna
d. CAR
e. Region VII except Cebu City
f. Region IX
g. Region XI
h. Region XIII (CARAGA)

Regions that are considered low-risk and which will be under neither GCQ nor ECQ are:

a. Region I
b. Region IV-B
c. Region V
d. Region VI
e Region VIII
f. Region X
g. Region XII
h. BARMM
