LGUs have until May 28 to submit liquidation reports on cash aid -DILG


The Department of the Interior and Local Government (DILG) has given local government units until Thursday, May 28, to liquidate and submit the encoded list of beneficiaries for the second tranche of cash aid of the government's Social Amelioration Program.

"As per directive of Secretary Eduardo Año, kailangang tapusin na ng mga LGUs ngayon ang liquidation report nila para sa second tranche at isubmit na nila ito pati na ang encoded list of beneficiaries sa DSWD," DILG spokesman Undersecretary Jonathan Malaya said in a press statement.

"Only then can we proceed with the second tranche,” Malaya added.

Malaya said only 472 out of the 1,634 LGUs across the country have submitted their liquidation reports to the agency as of May 26.

Malaya also reminded LGUs to accept returns or refunds of SAP cash aid by beneficiaries who received similar benefits from other subsidy programs from the Department of Labor and Employment and the Social Security System.

"All returned cash subsidies may be given to left-out families within their jurisdiction prior to liquidation, provided they are qualified to receive the SAP based on DSWD guidelines,” Malaya said.

He said he is hoping that the payout of the second tranche of the cash aid will be more efficient and systematic, noting that LGUs must have already learned lessons during the distribution of the first tranche.

“We recognize the huge difficulties encountered by LGUs in the SAP distribution of the first tranche. It is quite understandable because this is the biggest financial cash aid for poor families in the country’s history,” Malaya said.

“Pero ngayon inaasahan namin na mas magiging mabilis na ang proseso dahil pinagdaanan na nila ito at alam na nila ngayon kung paano mas magiging maayos at sistematiko ang pamamahagi ng SAP,” he added.

Earlier, President Rodrigo Duterte approved the recommendation of the government’s COVID-19 task force to add five million low-income families to the beneficiaries of the emergency subsidy program.

The national government said the distribution of the second tranche would be easier and faster as ATM debit cards as well as GCash and PayMaya will be used in distributing the money to the beneficiaries. --Anna Felicia Bajo/KBK/RSJ, GMA News
