Who may leave their homes during NCR's two-week ECQ?


The Task Force COVID Shield on Tuesday released the list of people who will be allowed to go outside of their homes during the enhanced community quarantine in Metro Manila starting August 6.

At a Palace briefing, task force commander Police Lieutenant General Israel Dickson said employers and workers in essential manufacturing, establishments, services, and industries will be allowed outdoors.

Authorized persons outside residence (APORs) also include more people with important appointments, other vocations, and emergencies.

The list of APORs follows.

Employers and workers involved in the manufacturing of the following:

  • basic foods products, essential products medicine and medical supply and the entire value chain of essential and hygiene products, medicine and vitamins, medical products like PPEs, masks, gloves, as well as pet food.
  • feeds, fertilizers, pesticides
  • equipment or product necessary for construction work

Employers and workers of the following establishments:

  • retail establishment like supermarkets, convenient stores, public markets, pharmacies, bicycle shops, water refilling
  • food preparation insofar as takeout and delivery services
  • media establishments
  • hotel or similar establishments accommodating overseas Filipino workers
  • healthcare workers and other employees
  • printing establishment authorized by the Bureau of the Internal Revenue
  • all other establishment necessary for buying and selling consumer goods or services via internet

Employers and workers of the following services:

  • hospitals and medical clinics, dental clinics,and other health clinics
  • laundry shops
  • food preparation and water refilling stations
  • logistics service providers
  • power, energy, water, internet service providers, cable television providers, IT and telecommunication supplies and facilities
  • delivery services
  • essential and priority construction projects
  • public and private financial service providers involved in the distribution of government grants and amelioration subsidies
  • water collection treatment and supply
  • waste collection treatment and disposal
  • sewerage except emptying septic tanks
  • repair, installation of machinery and equipment
  • gasoline stations
  • electricity and gas supply
  • postal and courier services
  • real estate
  • repair of computers and personal household goods
  • other delivery, repair, maintenance, housing and office services
  • funeral and embalming
  • veterinary
  • technical testing and analysis
  • security and investigation
  • rental and leasing except for entertainment and mass gathering purposes
  • employments
  • public transport providers and operators

Employers and workers engaged in the following industries:

  • agriculture
  • fisheries
  • forestry
  • mining and quarrying
  • electronic commerce companies
  • export oriented companies
  • business process outsourcing companies within work from home , onsite or near site accommodation, point to point arrangements
  • money transfers banks, capital markets
  • microfinance institutions and credit cooperatives
  • shipping '
  • airline
  • healthcare workers and other employees
  • printing establishments  authorized by BIR

Other APORS:

  • officials and employees of all agencies and instrumentalities of the government including GOCC and LGUs
  • health and emergency frontlines
  • officials and employees of foreign diplomatic missions and international organizations
  • outbound and inbound international passengers and drivers
  • delivery personnel of cargo vehicles with or without load
  • employees of critical transportations facilities
  • construction workers credited by the DPWH work in quarantine-related facilities and government  infra projects
  • those travelling for medical or humanitarian reasons
  • pastors, priests, imams, or such other religious ministers whose movement shall be related to the conduct of necrology and funeral rites
  • individuals preferably 21 to 59 years old availing essential goods and services
  • teachers, professors and other staff
  • lawyers who will provide legal representation
  • immediate family members of the deceased who died of causes other than COVID-19
