Robredo eyes EO requiring gov't agencies to make all transactions public

If elected president of the country, Vice President Leni Robredo on Friday said she would sign an executive order requiring government agencies to disclose government transactions to the public even without a request.

Robredo made the response when asked on how she would ensure that the Full Disclosure Bill would be passed into law when the Freedom of Information Bill was not passed during the Aquino administration even if the Liberal Party was the ruling party then.

"I will certify the Full Disclosure Bill as urgent. All government instrumentalities, kahit wala pang batas, I will sign an executive order to demand all government agencies to make all the transactions public. No need for a request," Robredo, a Liberal Party member, said during "Panata sa Bayan: The KBP Presidential Candidates Forum."

"Mas maganda kung may batas para kahit hindi na ako Pangulo, nandito pa rin ito. Pero habang walang batas, maglalabas ako ng EO," she added.

(A law would be better so it stays in place even after my term, but pending the law, I will issue an EO.)

In boosting the agriculture sector, Robredo said she would provide government support to reduce cost of production and link farmers to big markets.

She cited her office's Omasenso program which provides market access and reduces production cost for farmers in the countryside.

"With lesser production cost, magkakaroon ng sapat na pagkain ang mga magsasaka at ang merkado, magiging mas maayos ang kita nila, mas giginhawa ang buhay nila," she said.

(With lesser production cost due to government support, the farmers will be able to generate enough produce for themselves and the market, and will have a stable income and a better life.)

"That is why it is important for farmers to have institutional market in our successful Omasenso program, kasi nawawala ang middle man, tumataas ang kita ng mga magsasaka," she added.
