PNP vows 'deeper investigation' into use of water cannon vs. protesters

The Philippine National Police (PNP) will conduct a "deeper investigation" into the use of water cannon to disperse protesters opposed to the proclamation of President-elect Ferdinand “Bongbong” Marcos Jr. and Vice President-elect Sara Duterte.

“We will come up with a full report based on a deeper investigation regarding this matter,” the PNP said in a statement on Wednesday, after the Commission on Human Rights (CHR) decried the incident.

At least 10 of the around 300 protesters that gathered in front of the CHR office in Quezon City were injured after policemen used water cannon on them

, according to progressive group Anakbayan-Bulacan.

The PNP said the protesters kicked and waggled the shields of the cops which prompted the authorities to use the water cannon.

“As per initial investigation, protesters kicked and waggled the shields of the police force compelling the Bureau of Fire Protection on the ground to wet them,” it said.

The PNP said the protesters also attempted to proceed outside the Liwasang Diokno which caused traffic obstruction.

Citing "The Public Assembly Act of 1985," CHR executive director Jacqueline de Guia reminded the PNP against the use of water cannons and the carrying of firearms during a non-violent protest.

“During peaceful protests, police officers are expected to exercise maximum tolerance. This policy requires the avoidance of the use of force and restricting it to the minimum extent necessary, especially when handling non-violent protests,” she said.

“In accordance with existing laws and human rights standards, a peaceful dispersal must be lawful, necessary, and proportionate to the purpose.” —Joviland Rita/KBK, GMA News
