Palace tasks next-in-line, most senior execs as OICs

Malacañang has tasked the next-in-rank and most senior officials to take over as officers-in-charge in departments, offices, agencies, and bureaus where replacements of top executives have yet to be named.

This developed as Executive Secretary Victor Rodriguez by authority of President Ferdinand Marcos Jr. issued Memorandum Circular No. 1 which deemed separated from the government service the following effective noontime of June 30:

  • All presidential appointees whose appointments are classified as co-terminus
  • All presidential appointees occupying positions created in excess of the authorized staffing pattern
  • All non-Career Executive Service Officials (CESO) occupying Career Executive Service (CES) positions

  • Contractual and/ or casual employees

The OIC will perform the duties of the office until July 31, 2022, or until a replacement has been designated for the position.

Non-CESO workers occupying CES positions in the Executive Branch will remain in office until July 31, 2022, or either until their resignations have been accepted or their respective replacements have been appointed.

Meanwhile, contractual and/or casual employees whose contracts expired on June 30 will continue to be in service until July 31, 2022, unless they were terminated earlier or their contracts were renewed by the head of their hiring agencies.

Affected personnel are mandated to turn over the records, documents, books, equipment, and other properties from their office to their successors and/or the highest career officials in their respective agencies, the memorandum said. 

They will also be compensated in accordance with the existing civil service, budgeting and accounting, and auditing laws and rules. —Sundy Locus/NB, GMA News
