CHR welcomes DND statement on human rights, wants stop to ‘endless cycle of violence’

The Commission on Human Rights (CHR) has called for an end to the “endless cycle of violence” in the country amid the recent bombings in Mindanao.

CHR Executive Director Jacqueline De Guia made the remarks as the agency welcomed the commitment of the Department of National Defense (DND) to prioritize the protection of human rights, respect international humanitarian law, and address the root causes of internal conflict under the leadership of officer-in-charge Jose Faustino Jr.

“The endless cycle of violence, including those perpetrated by armed lawless groups, must be stopped. Violent unrest sows discord on the lives of civilians, which disturbs the peace in communities and prevents them from realizing certain human rights, including the right to a peaceful environment and development—both individually and as a community,” said De Guia.

In June, Faustino Jr. said the DND would protect the country’s sovereignty, human rights, and international humanitarian under his helm.

He also vowed to address climate change, terrorism, law enforcement support against criminality and illegal drugs, cyber security, and the local communist armed conflict.

On Wednesday, Faustino Jr. condemned the recent landmine blast in the Mapanas town in Northern Samar saying it is an isolated case and a violation of the International Humanitarian Law.

De Guia, for her part, lambasted a bomb blast in Lamitan City, Basilan, saying that the latest attacks show there is a “need for sustainable solutions to armed conflict” in the Philippines.

“We at CHR condemn all violent, lawless actions, including employing armed conflict as a means to an end,” she said. “We continue to call the need to uphold the rule of law and support government efforts in its fight against terrorism, respect for international humanitarian law, and the principle of distinction, which remains paramount in ensuring the protection of the rights of combatants and civilians during times of conflict.”

With the development, the CHR said it is “hopeful” the DND “will strengthen its thrust in addressing the root causes of armed conflict towards a lasting and resilient peace, especially in communities where it is most needed.” — BM, GMA News
