LTFRB waives penalty payments for PUV operators until Dec. 31

The Land Transportation Franchising and Regulatory Brad (LTFRB) has waived payment of penalties for various violations of the agency’s guidelines by public utility vehicle (PUV) operators.

Based on Board Resolution No. 163, series of 2022, the LTFRB resolved to extend the period of payment of supervision fees for 2022 from the deadline of September 30 to December 31.

Likewise, the agency has waived the penalties on the condition that the following transactions are filed on or before December 31:

  • Application for extension of validity of expired certificate of public convenience (CPC) with expiry dates from March 1, 2020 to September 30, 2022
  • Non-confirmation of PUV which should not be more than two years, covering the period March 1, 2020 to September 30, 2022
  • Late payment of supervision fee, covering the years 2020 to 2021
  • Non-filing of Income Tax Return (ITR)/Audited Financial Statement (AFS), covering years 2019 until 2021
  • Non-registration of unit from private to for-hire should not be more than two year, covering years 2020 to 2021

The following were the corresponding fees and penalties of each transactions:

  • Application for extension of validity of expired CPC - Fee: P500 for first two PUV units, P70 for each unit exceeding two Penalty: P10,000 per unit (P5,000 for PUJs)
  • Non-confirmation of PUV - Fee: P240 (P200 Confirmation Certificate Sticker + P40 Confirmation Fee)
  • Late Payment of supervision fee - P70 per unit weighing below two tons, P140 if less than three tons, P210 if more than three tons but less than four tons, and P90 per ton in excess of four tons
  • Non-filing of Income Tax Return (ITR)/Audited Financial Statement (AFS) - Fee/Penalty: P500
  • Non-registration of unit from private to for-hire - Penalty: P250

The LTFRB said the issuance of the resolution is for and in consideration of the financial hardships of the operators during the pandemic and to provide them economic relief to cope with the losses they incurred. —LBG, GMA News
