EcoWaste to LGUs: Extend assistance to waste pickers, small scale recyclers
The EcoWaste Coalition on Thursday urged local government units (LGUs) to promptly implement the directive recognizing the informal waste sector (IWS) such as waste pickers and small scale recyclers and provide them with necessary support and assistance.
In a statement, EcoWaste said the IWS refers to “individuals, families, groups or small enterprises engaged in the recovery of waste materials either on a full-time or part-time basis for revenue generation.”
On February 24, the Department of the Interior and Local Government (DILG) issued Memorandum Circular 2025-012, which integrates the IWS into the LGUs' solid waste management system.
“We challenge LGUs to go beyond compliance and make this directive a reality for the waste pickers who have long been at the forefront of our waste management efforts,” Ecowaste said.
“A just and sustainable waste management system cannot be achieved without the full inclusion and protection of the informal waste sector,” it added.
The memorandum, which lays out guidelines on how LGUs can institutionalize their engagement with the IWS, aims to provide the LGUs with guidelines on providing projects, programs, and activities to improve the status and condition of IWS as the directive recognizes and promotes their role and contribution to the waste sector.
“By integrating these workers into LGU-led programs, we are not only promoting environmental sustainability but also ensuring social justice for waste pickers and small recyclers who have long been contributing to waste diversion efforts,” said Marlon Pareja, NGO Representative to the National Solid Waste Management Commission.
The memorandum also called on national government agencies and other institutions to provide the necessary financial and technical assistance to LGUs in implementing the policy.
"This policy is a huge relief for us, as it finally acknowledges the hard work we’ve been doing for years. With this directive, we hope to finally gain the respect, support, and protection we deserve," said Charina Davin, vice president of the Samahan ng mga Mangangalakal sa Capulong.
