Villar inabsuwelto ng testigo ni Madrigal sa C-5 road inquiry

MANILA – Nanindigan nitong Martes ang isang dating revenue district officer ng Paranaque na walang nangyaring overpricing sa zonal valuation ng mga lupang pag-aari ng kumpanya umano ni Senador Manny Villar na dinaanan ng C-5 road extension project. Sa pagpapatuloy ng pagdinig ng Senate Committee of the Whole sa alegasyon ni Sen Jamby Madrigal na nakinabang si Villar sa bayad sa right of way ng proyekto, iginiit ni Carmelita R. Bacod, dating Paranaque Revenue District Officer, na walang nangyaring overpricing sa pagtataya ng halaga ng zonal valuation ng lupain ng Maisato Development Corporation na binili ng kumpanya ng senador. “That if I were to issue the certification today, I will issue the same certification on the same amount of P30,000.00 per square meter," ayon kay Bacod. “My basis for issuing this certification of P30,000 is the valuation submitted to us by the City Assessor’s Office classifying the same property as commercial and residential as to its actual use," pagdiin ng opisyal. Ginawa ni Bacod ang paliwanag sa zonal valuation certificate bilang tugon sa alegasyon ni Atty. Ernesto Francisco, abogado ni Madrigal, na pineke ng kampo ni Villar ang sertipikasyon upang palabasin na mas mataas ang halaga nito sa pagkuha ng naturang dokumento. “The reason why it is P3,000.00 per square meter because it is not fully developed. Some are commercial, that is why it is P30,000,00. It (Maisato property) is valued at P30,000 per square meter because it is along a commercial area," paliwanag ni Bacod. Pinagbasehan umano ng zonal evaluation certificate sa lupain ng Maisato Development Corporation ang ipinalabas na regulasyon ng BIR hinggil sa naturang transaksiyon. “We have the basis for the amount (P30,000.00) to be placed on the certification because it is very clear that the property is located in Barangay San Dionisio, a commercial area," idinagdag ni Bacod. Kaugnay nito, iginiit ni Atty. Adel Tamano, tagapagsalita ng Nacionalista Party, na panahon na para humingi ng paumanhin si Francisco kay Villar ngayong mapatunayan sa pagdinig na walang nangyaring pagpeke ng zonal valuation certificate ng Maisato. “I think it really time to make an apology, as a gentleman, atty. Francisco should apologize to Adelfa, apologize to Sen. Villar, because last week he was claiming that the certification was falsified. He is claiming that parang nanuhol pa sa BIR, that the certification issued was false," pahayag ni Tamano. “Pinanood ko ang buong proceedings, at nagulat ako sa testimonya ni Mrs. Bacod because one of the cardinal rule as a lawyer, that you never ask question in a cross examination, in a direct examination on a questions na hindi mo alam ang sagot," idinagdag ni Tamano. Nakita umano ng tagapagsalita ng NP sa ekspresyon ng mukha ni Francisco na hindi nito aakalain na babaligtarin ni Bacod ang pananaw ng abogado na nagkaroon ng pamemeke ng dokumento partikular ang zonal valuation certificate sa lupain ng Maisato. “I could see from Atty. Francisco’s reactions. He is quite surprised when Mrs. Bacod reiterated that she will issue the exact certification of P30,000,00," ayon kay Tamano. “Nakikita na natin ang political color sa nangyayaring imbetigasyon.
