Marcos compensation law, isang pagkilala raw sa kabayanihan ng Martial Law victims

Pinuri ng ilang mambabatas nitong Lunes ang pagpirma ni Pangulong Benigno Aquino III ng bagong batas na magbibigay kabayaran sa mga biktima ng human rights abuses noong panahon ng Martial Law. Anila, sa pamamagitan ng Human Rights Victims Reparation and Recognition Act of 2013 ay mabibigyang pagkilala ang mga lumaban sa diktadura ni dating Pangulong Ferdinand Marcos. Inilarawan ni Bayan Muna Rep. Neri Colmenares, awtor ng panukala sa Kamara at biktima rin ng pang-aabuso noong Martial Law, maituturing ang bagong batas bilang "victory" ng mga biktima ng Martial Law. “At last, the long wait for the Martial Law victims is over. This is a victorious day for those who have awaited and fought for the State's recognition of their suffering under Martial Law,” ani Colmenares. Dagdag niya, dapat umanong magsilbing paalala ang Marcos compensation law sa kabataan na manatiling "vigilant" laban sa mga paglabag ng karapatang pantao sa bansa. Pinirmahan ni Aquino ang nasabing batas kasabay ng pagdiriwang ng ika-27 anibersaryo ng EDSA People Power Revolution sa People Power Monument sa Quezon City. Sa ilalim ng batas, gagamitin ang P10 bilyong pondo mula sa umano'y nakaw na yaman ng mga Marcos bilang pambayad sa mga biktima ng human rights abuses. Nakalagay din sa batas ang pagbuo sa Human Rights Violations Victims' Memorial Commission. 'Recognition of heroism' Sa magkahiwalay na pahayag, pinuri nina Senators Teofisto Guingona III at Francis Escudero, kapwa awtor ng Marcos compensation law sa Senado, ang pagpapatupad ng panukala. "As one of the co-authors of this law, I personally see this law as a recognition of the heroism that was widespread during the Martial Law: a heroism that rang across hills and blazed through the streets of this country," ani Guingona.   “It is only when we remember the atrocities, the injustice, and the abuses that went on in our past that we, as a nation, can continue to fight against attempts to resurrect these evils. Our memory of Martial Law, kept alive and strong, will ensure that we will never have to suffer the same fate ever again," dagdag niya. Ayon kay Escudero, na nag-sponsor sa panukala bilang pinuno ng Senate committee on justice and human rights, ang pagpirma sa panukala ay nagbibigay ng "true meaning" sa pagdiriwang ng EDSA revolution. “While it took all of 27 years for the state to finally recognize the atrocities it inflicted on Filipinos whose democratic rights were suppressed under Marcos, the compensation law seeks to give justice to victims of the dark days of oppression and hopefully give an assurance that it will not happen again,” aniya. Huwag kalimutan Ayon naman sa grupong Samahan ng Ex-Detainees Laban sa Detensyon at Aresto (SELDA), bagama't ikinalulugod nilang pinirmahan na ang Marcos compensation law, nababala naman sila sa mga umano'y tangka ng ilang grupo na burahin sa isipan ng publiko ang “the dark days of the dictatorship.” “There are those among the architects of martial law who remain scot-free and unpunished. The most notorious culprits have been allowed to regain their political power and influence,” anang grupo. Ayon sa SELDA, na siyang namuno sa paghahain ng kaso ng human rights abuses victims sa Hawaii, mahigpit umano nilang babantayan ang pagpapatupad ng bagong batas. “We dedicate this small victory to all martial law martyrs and heroes who have gone before us. We will continue to honor them, as we ensure that this law shall be implemented to the best interest of the victims and the Filipino people who survived martial law,” anila. Ayon kay Albay Rep. Edcel Lagman, awtor ng panukala at mayroong kapatid na naging biktima ng enforced disapperance noong Martial Law, kinukumpleto ng batas ang “trilogy of legislative human rights measures.” Noong 2009, pinirmahan ni noo'y Pangulong Gloria Macapagal-Arroyo ang Anti-Torture Law. Noong nakaraang taon naman, isinabatas ni Pangulong Aquino ang Anti-Enforced or Involuntary Disappearance Act of 2012. — Amanda Fernandez/KBK, GMA News
