LIVE UPDATES: Habagat rains affect parts of PH on Friday (Aug. 14, 2026)

PAGASA has lifted rainfall warnings in Zambales and Bataan after light to moderate rains were observed in the provinces over the past three hours on Friday night.

According to PAGASA's rainfall advisory at 11 p.m., light to moderate rains which may be expected in the next three hours in the following areas:

• Tarlac (Mayantoc, San Jose, Bamban, Capas),
• Pampanga (Porac, Floridablanca, Lubao, Sasmuan, Macabebe, Masantol),
• Bulacan (Hagonoy),
• Batangas (Nasugbu, Lian, Calatagan),
• Metro Manila (Manila, Navotas, Pasay) and
• Cavite (Cavite City, Noveleta, Rosario, Kawit)

Light to moderate rains affecting Zambales (Palauig, Iba, Botolan) and Bataan (Morong, Bagac, Mariveles) which may persist within three hours and may affect nearby areas. 

An orange rainfall warning remains in effect in areas of Bataan and Zambales, while a yellow rainfall warning is still up in Metro Manila and six other areas on the afternoon of Friday, August 14, 2026.

PAGASA placed the following areas under Orange and Yellow warnings in its 5 p.m. advisory:

Yellow Rainfall Warning (Flooding in flood-prone areas)

•     Zambales (Botolan, San Marcelino, Cabangan, Candelaria, Iba, Masinloc, Palauig, Santa Cruz, Castillejos, San Felipe, San Narciso)
•     Bataan (Abucay, Dinalupihan, Hermosa, Orani, Samal)
•     Pampanga (Floridablanca, Lubao, Sasmuan, Macabebe, Masantol, Guagua, Minalin, Apalit, Santa Rita, Santo Tomas, San Simon, Bacolor, San Fernando)
•     Bulacan (Calumpit, Hagonoy, Paombong, Bulakan, Malolos, Obando, Meycauayan, Marilao, Bocaue, Balagtas, Guiguinto, Pulilan, Plaridel, San Jose del Monte, Santa Maria, Pandi, Bustos, Baliuag)

The Southwest Monsoon or Habagat is expected to affect Luzon and the western section of Visayas on August 15, 2026, the state weather bureau PAGASA said Friday.

In its 4 p.m. bulletin, PAGASA said Habagat is expected to bring occasional rains in Zambales and Bataan. Meanwhile, cloudy skies with scattered rains and thunderstorms are expected over Metro Manila, Ilocos Region, Cordillera Administrative Region, Cagayan Valley, CALABARZON, MIMAROPA, and the rest of Central Luzon and Antique.

Habagat is also forecast to bring partly cloudy to cloudy skies with isolated rainshowers or thunderstorms expected in the rest of Luzon and Visayas.

Localized thunderstorms are expected to bring partly cloudy to cloudy skies with isolated rainshowers or thunderstorms in the rest of the country.

A total of 4,177,097 persons or 1,205,839 families have been affected by the combined effects of Tropical Cyclones Luis and Maymay and the southwest monsoon or Habagat, the Office of Civil Defense (OCD) said Friday.

Of the affected population, a total of 51,912 people or 14,511 families were staying in 523 evacuation centers.

According to the OCD, the weather disturbances have left 21 people dead, 17 injured, and three missing.

An Orange Rainfall Warning has been raised in Metro Manila and 6 nearby provinces on Friday.

• Rizal(Pililla, Jala-Jala)

Meanwhile, light to moderate rain with occasional heavy rain is forecast to affect Laguna (Victoria, Pila, Santa Cruz, Liliw, Magdalena, Pagsanjan, Nagcarlan, Luisiana, Majayjay), which may persist for three hours and affect nearby areas.

Several areas have suspended classes on Friday due to the bad weather.

PAGASA advised the public and the Disaster Risk Reduction and Management Offices concerned to monitor the weather conditions.

The next warning will be issued later at 2 p.m.

Malacañang directed government offices in the National Capital Region and nearby areas to shift to alternative work arrangements on August 14, Friday, amid the effects of the Southwest Monsoon or Habagat.

Palace likewise directed public and private schools to implement alternative learning modes, unless otherwise stated by local chief executives.

The following areas are covered by the directive based on Memorandum Circular No. 126:

Several roads in Metro Manila were flooded on Friday morning due to heavy rains, according to the Metropolitan Manila Development Authority (MMDA).

As of 9:20 a.m., the MMDA said the following roads were affected by flooding:

Quezon City

• EDSA P. Tuazon Tunnel northbound - gutter-deep; passable to all types of vehicles
• EDSA Dario Bridge southbound - gutter-deep; passable to all types of vehicles
• EDSA Vertis North - half-gutter deep; passable to all types of vehicles

Valenzuela City

McArthur Highway, Toyota Dalandanan - around 10 inches or half-knee level; passable to all types of vehicles

Manila

• Taft Avenue-P. Gil - around 8 inches, gutter-deep; passable to all types of vehicles
• Taft Avenue-Quirino - around 8 inches along the walkway, gutter-deep; passable to all types of vehicles
• P. Quirino-Guazon south bound - gutter-deep; passable to all types of vehicles.

PAGASA raised a yellow rainfall warning in Metro Manila in its 8 a.m. advisory.

Several areas have also suspended classes due to the bad weather.

Several trips by sea vessels were cancelled on Friday due to inclement weather caused by the Southwest Monsoon (Habagat).

In a social media post, the Philippine Ports Authority (PPA) said the following trips were cancelled as of 8 a.m., August 14, 2026:

Batangas

• Port of Batangas: Island Water: Abra, Puerto Galera (Reason: Inclement Weather)
• Port of Batangas: ?Starlite Ferries: Roxas, Romblon, Sibuyan, Culasi (Reason: Scheduled PMS)

Masbate

• MV Olivia 1 - Aroroy, Masbate - Pio Duran, Albay

The PPA noted that it does not cancel trips.

“If PCG (Philippine Coast Guard) issues a no-sail policy, trips are automatically cancelled because ships are not allowed to sail,” it added.

It further said that shipping lines may also cancel trips subject to compliance with Maritime Industry Authority (Marina) regulations.
