In Ligao City, Albay, residents have had access to rice priced at only P20 per kilo through the government's KADIWA program facilitated by the National Irrigation Administration (NIA).

“Maogmang maray ta nakakua akong baratong bugas,” Linda Saberdo, a resident, said.

Belado Bañares, Jr., president of the Albay Irrigator Federation Association, said the rice is a blessing and should be shared, in return.

“Si pigtao kan Kagurangnan sato, iheras ta man. Nganing sa utro, igwa man giraray kitang makuang maray na mga produkto,” Bañares said.

According to NIA Bicol, the activity demonstrates how different groups can work together..

Farmers are also thankful for the good harvest despite the impact of El Niño on farming.

“Yung production naman natin, maganda ‘yung ani, even though may epekto ng El Niño, part ng pasasalamat ng farmers natin ito,” Engineer Gaudencio De Vera, Regional Manager of NIA Bicol, said.
