Residents of Barangay IV in Dagupan City have complained about animal waste littering their streets, which have reportedly become a nuisance, especially to pedestrians. 

The waste reportedly come from pets.

"Mabaho kapag aksidenteng maapakan [yung tae]... hassle kasi, siyempre, papasok ka sa trabaho, paano mo alisin ‘yun," Keinwee Fernandez, a resident, said.

"Kapag nakaapak ka tapos magdi-deliver ka nangangamoy tae ka… nakakahiya sa mga customer," Jeffrey Capua, another resident, added.

The issue has been reported to barangay officials frequently.

"May popo ng aso sa harapan ng bahay nila… early in the morning – siguro tulog pa ang mga tao, pinapa-popo na nila [ng mga pet owners] ‘yung alagang aso," Alfonso Zabala, Jr., Chairman of Barangay IV, said.

Signs have been posted in the barangay to remind residents to be responsible pet owners. There is also an ordinance in place linked to ‘Aso Mo, Itali Mo’ (Tie Your Dog).

Barangay officials urge complainants to take photos and videos for immediate action.

"Silang nagko-complain, makipagtulungan sa amin, i-video nila, picturan nila, [at] tayo mismo [ay] puntahan ‘yung may aso," Zabala said.

The penalties for irresponsible pet owners are as follows:

First Offense: P500 fine
Second Offense: P1,000 fine
Third Offense: The dog will be impounded

The barangay also conducts regular cleanup drives to maintain cleanliness.
