Governor Gwendolyn Garcia has tendered her resignation as a member of the Partido Demokratiko Pilipino-Lakas ng Bayan (PDP-Laban).

Garcia in a communication dated May 28, 2024 to Jose Alvarez, president of PDP-Laban, asked that the letter be "accepted as a formal notification to her resignation, effective immediately."

Garcia mentioned that "recent events have made it clear that her continued membership is no longer tenable."

She mentioned of a complaint filed against her by Cebu City Mayor Michael Rama.

“Specifically, the complaint filed against me by Mayor Michael Rama, Vice President for the Visayas, with the Office of the President, has created an irreconcilable conflict.”

The complaint filed by Rama stemmed from Garcia’s memorandum on stopping the construction of bus stations for the Cebu Bus Rapid Transit (BRT) project along Osmeña Boulevard. 

Memorandum Number 16-2024 was signed on February 27, 2024. 

Garcia pointed out that the ultra-modern design of the bus stations has marred the vista corridor of the Cebu Provincial Capitol which is an important cultural property. 

Rama questioned her judgment and integrity, Garcia said.

“While I am confident in the legality and ethical soundness of my actions, the resulting situation, including Mayor Rama’s call for my suspension, has made continued association with the party untenable...the current situation has unfortunately created an environment where my continued membership would be inimical to both the party and myself," Garcia emphasized.
