A show cause order was issued to two regular employees of the Local Government Unit (LGU) of Bacolod City for alleged illegal disposal of unserviceable airconditioning units.
The aircon units were seen loaded on a pedicab, based on a photograph taken on May 29, 2024 and the other one on March 24, 2025.
The broken aircon units were loaded reportedly on a service vehicle of the LGU, transferred to a pedicab, and taken to the junk shop.
The two employees of the Bacolod City General Services Office (GSO) were instructed to answer the show cause order on disposal of LGU-owned properties.
"Yung isa, supply officer. Yung isa, driver. Gumawa ng incident report ang kanilang department head, dapat may aksyon tayo. Merong nakakita, nakuhanan sila ng picture na nagdi-dispose ng unserviceable na aircon,” Bacolod City Legal Officer, Atty. Joseph Karol Chiu said.
The City Legal Office is awaiting reply of the said employees to the allegation.
“Hindi pa tayo makakapag-suspend kasi banning na. Maghihintay tayo sa explanation at due process muna. We have to be impartial muna sa situation,” Chiu added.
GMA Regional TV One Western Visayas tried to reach the two employees for their comment, but both did not answer the news team’s calls.
According to Commission on Audit (COA) regulations, an appraisal, an inventory, and an inspection of unserviceable appliances or equipment are required. A disposal document needs the permission of the local chief executive before the items undergo bidding, donation, or destruction.
The item subject for destruction should be reported to the COA for removal from the list of LGU properties.
The police will strengthen monitoring of junk shops where stolen items are likely taken for disposal.
“Sa mga junk shop kasi nandyan ang namimili. Alam mo namang ninakaw, binibili mo pa, may criminal liability ka,” said Colonel Joeresty Coronica, Bacolod City Police Office director.
Aside from the two employees, there are personnel in the Office of the Building Official, Environment and Natural Resources Office, and Treasurer’s Office that the LGU would investigate as well for alleged anomalies.
